Powder mertallurgy 13.Quantity: a.Award of a Firm Fix Price contract is anticipated with a range:minimum quantity of 3 each and a maximum quantity of 20 each. 14.Non-competitive (Sole Source) 15.Mandatory Language: Electronic procedures will be used for this solicitation. Only writtenor faxed request received directly from the requestors are acceptable.Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (orServices) required are available from only one source or a limitednumber of responsible sources(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies and/or services for which the Government intends tosolicit and negotiate with only one source, or a limited number ofsources under the authority of FAR 6.302. The solicitation willidentify the office where additional information can be obtainedconcerning qualifications requirements as cited in each individualsolicitation. Note: An Ombudsman has been appointed to hear concernsfrom Offerors or potential Offerors during the proposal developmentphase of this acquisition. The purpose of the Ombudsman is not todiminish the authority of the program director or contracting officer,but to communicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
