- THIS IS A SOURCES SOUGHT NOTICE. There is no solicitation available at this time. This Sources Sought Notice is published for market research purposes only. 1.0 INTRODUCTION The Naval Facilities Engineering Services Center, Port Hueneme California (NAVFAC ESC) is seeking sources and/or information regarding underwater sensors or sensor systems for use in a Seismo-Hydroacoustic Data Acquisition System (SHDAS). The general objective of SHDAS is to provide monitoring and collection of seismic and acoustic data from multiple locations on the seafloor. This document: 1) contains a conceptual description of this system; 2) provides draft requirements for the sensors/sensor system; and 3) serves as a vehicle to identify commercial sources of novel and/or state-of-the art technology, hardware, and processes related to underwater sensors, sensor systems, and electronics to support the SHDAS. 2.0 BACKGROUND NAVFAC ESC provides engineering support and expertise throughout the Navy and the Department of Defense. One area of focus is ocean engineering support for the development and installation of seafloor cable systems. NAVFAC ESC is beginning the development of a new Seismo-Hydroacoustic Data Acquisition System (SHDAS). The present SHDAS concept is multiple underwater sensor nodes connected to a shore station through powered fiber-optic seafloor cables. Each underwater node consists of both acoustic and seismic sensors. Data collection, storage, and transmission will occur at the shore station. An important element of this system is the ability to expand the system with new or different sensors. The objective of this announcement is to identify commercial sources for the sensor/sensor systems and supporting electronics. Specific interest is in the underwater seismic sensor component, including sensor capability, installation technique or requirement, seafloor coupling issues, or any other relevant experience or capability. 3.0 SOURCE SOUGHT INFORMATION NAVFAC ESC is interested in all relevant information regarding underwater seismometers, or combination seismometers-hydrophone sensors, for use in a Seismo-Hydroacoustic Data Acquisition System. In specific, information that identifies: 1) novel or state-of-the art seismic or seismic-acoustic sensors/technology; 2) general performance characteristics; 3) installation or seafloor coupling technique (or issues); and/or 4) reliability, maintenance, or supportability characteristics. Support systems (or requirements), such as power, data collection, and/or data storage, or software is also of interest. As a guide to the intended development, draft specifications are being developed. Enclosure (1) contains a partial listing relevant to the sensor system on SHDAS. Organizations that have this capability are requested to provide documentation on their related experience and equipment available to meet the requirements. In order for the Government to make informed decisions, it is requested that responses to this announcement include a technical description and detailed characteristics of the capability/technology. Information that includes both off-the-shelf and developmental approaches is also requested (if available). The information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. This announcement will serve as a first step for evaluating alternatives. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government will not reimburse the respondent for any costs associated with preparing or submitting a response to this notice. The Government will evaluate the submittals for their potential application to SHDAS. Those offering technology possessing significant potential for contributing to the solution may be provided an opportunity to demonstrate their technology.
