- The U.S Army Corps of Engineers is seeking qualified members of the Small Businesses Community (Small Businesses (SB) Small Disabled Small Business (SDB) Woman Owned Small Businesses (WOSB) Service Disabled Veteran Owned SB (SDVOSB) Historically Underutilized Business Zone (HUBZone) and Section 8(a) Participants) and/or Small Business-Led Teams (SBLT) a Joint Venture with one or more Small Business and Other than Small (OTS) concerns that qualify under the North American Industry Classification System (NAICS) code 562119 Other Waste Collection). The Other Waste Collection industry comprises establishments primarily engaged in collecting and/or hauling waste (except nonhazardous waste) within a local area. Establishments engaged in brush or rubble removal services are included in this industry. A potential Service Provider will be required to demonstrate ability and capability to furnishing services within a range of locations. Background: The Federal Emergency Management Agency (FEMA) is authorized to respond to disasters under public law 93-288, Robert T. Stafford Act. The National Response Framework (NRF) identifies lead and supporting agencies, roles and responsibilities for responding to incidents of National Significance. The NRF identifies joint leadership roles between the Department of Defense (DoD) and FEMA for executing the Emergency Support Function (ESF) #3, Public Works and Engineering. FEMA issues mission assignments to DoD who in-turn delegates ESF #3 mission execution to USACE. Existing Contracts: In order to execute ESF #3, USACE has implemented the Advance Contract Initiative (ACI). There are ACI contracts for ice, water, power, debris, and roofing. New Orleans (MVN) is the lead District for the existing ACI Debris contracts. Presently, there are ten (10) Regions and three (3) MATOC Pools. Upcoming Re-Competition: The existing contracts are entering their final contract year. MVN will issue a solicitation for new ACI contracts in the near future for nationwide coverage for any natural disaster (i.e. hurricane, tornado, flooding, ice/snowstorm, earth quakes). The result of the market research may support the continuation of ACI type business arrangements that is currently being provided through numerous indefinite delivery-indefinite quantity (IDIQ) type contracts within the states of Midwestern and Western States of: Washington, Oregon, Idaho, Montana, Wyoming, Colorado, North Dakota, South Dakota, Nebraska, Minnesota, Kansas, Iowa, Missouri, and Wisconsin. This announcement is the narrative to a market research, and your responses are sought to identify members of the Small Business Community that have the knowledge, skills, and capability to provide the consolidated requirements. Interested Service-Providers under NAICS Code 562119_Other Waste Collection services are invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. As a result of the market research, the Government may issue a variety of firmed fixed price and cost reimbursable IDIQ type contracts as indicated below. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform other waste collection requirements. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. This notice also service as notification to incumbent Service Provider of potential consolidated requirements. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of Service Providers (specifically members of the Small Business Community) to support the U.S. Army Corps of Engineers' Advance Contracting Initiatives. TYPES OF CONTRACTS It is anticipated that the strategy developed from information collected from this Sources Sought will include Indefinite Delivery/Indefinite Quantity (ID/IQ), Multiple Award Task Order Contracts (MATOC), site specific contracts, etc. The Government currently anticipates sharing contract capacity from future contracting actions between USACE Districts. All members of the Small Business Community (Small Business, HUBZone, Service Disabled Veteran Owned, 8(a)) are strongly encouraged to complete the market survey in respond to this notice. Central Contract Registration (CCR) will be mandatory for these contracts (see CCR website at www.ccr.gov).
