- The US Army Contracting Command - Picatinny, Picatinny NJ on behalf of Benet Laboratories intends to award a sole source contract with Dassault Systemes Simulia Corp., Summit Office Park, West Building, 300 Centerville Road, Suite 209W, Warwick, RI 02886-0201. The NAICS Code for this acquisition is 511210 and the small business size standard in dollars is $25 million. The Government has a need to purchase a suite of ABAQUS software applications that will meet Benet Laboratories engineering requirements for finite element analysis and computer aided engineering requirements for analyzing and modeling large caliber cannon. This application of a standard set of pre- and post-processing application tools for each analysis engine allows a cross-collaboration between engineers and designers using a common set of software application tools. The following is an itemized list of the Abaqus software application configurations needed to support this objective: 55 Analysis Tokens consisting of Abaqus/Foundation, Abaqus/AMS, parallel execution, Co-simulation Engine, Coupled Eulerian Lagrangian Analysis 12 month lease; 10 Abaqus/CAE Seats 12 month lease; 1 Pro/Engineer Associative Interface 12 month lease; 1 fe-safe 12 month lease. This proposed contract action requires Dassault to supply ABAQUS software applications so that substantial duplication costs are not incurred by the Government. AUTHORITY: This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 9 December 2011 no later than 4:30PM Eastern Standard Time. The anticipated award date is 14 December 2011. Within the past 10 years Dassault Systems Simulia Corp. alone was responsible for all of Benet Laboratories Abaqus software support. This sole source position is predicated on Dassault Systems Simulia Corporation being the only manufacture, developer and provider of Abaqus software and software support. Abaqus is an essential tool for the scientists and engineers at Benet Laboratories.
