- Please be advised, this is a synopsis, NOT a solicitation. CBP intends to award a sole source contract to Chenega Technology Services Corporation (CTSC) as a bridge procurement for program management and integrated logistics support (ILS) services to U.S. Customs and Border Protection (CBP), an agency of the Department of Homeland Security (DHS) responsible for managing, controlling, and securing our Nation's borders. CTSC and its subcontractors will be required to provide support for technically-complex and high-value inspection, detection, and surveillance equipment systems currently used by CBP/ETP to assist in securing the land border crossings, airports, seaports, rail crossings, mail handling, and express cargo consignment facilities within the United States and participating countries. CTSC possesses the experience and expertise for continued non-personal, program management and ILS services to CBP without unacceptable delays. CTSC has detailed and comprehensive knowledge of the CBP contractual instruments and knowledge of the CBP programs. Any attempt to bring another vendor up-to-speed on these requirements would necessitate an unacceptable delay in the continued protection of our Nation's borders. CTSC has proven its considerable value to CBP on this task. Their unique knowledge and skills are indispensable at this point in time and failure to continue their services would jeopardize the protection of our nation's borders. In addition to jeopardizing our border protection, the government also faces the possible removal of proprietary equipment specifically developed by their subcontractors for our border protection. The unique knowledge and expertise of the incumbent contractor includes knowledge of the program which is currently very limited within the marketplace and to preclude an unacceptable delay in contract performance, only the incumbent contractor is able to immediately perform the required services. A bridge award to CTSC is clearly in the government's best interest. An 8(a) competitive follow-on procurement is being processed to begin once this bridge effort ends. The bridge effort is necessary in order to provide ample time to complete the follow-on award. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals to be used for consideration of future requirements. This notice of intent is not a request for competitive proposals and an RFP will not be issued. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted; only email responses will be accepted. All responses must be received by 12 pm, December 7, 2011.
