- Description
- The Uniformed Services University of the Health Sciences (USUHS) located in Bethesda, MD on the Walter Reed National Military Medical Center, intends to negotiate on a sole source basis, under the authority of FAR Part 13.106-1 (b),with Medical Education Technologies Inc. for Service Maintenance for (1) Adult Mannequin, (1) Pediatric Mannequin, (1) System Computer, and (1) Rack. This service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The period of performance for the required maintenance agreement commences on 6 December 2011 and ends 5 December 2012 with three (3) one year options. Sole source determination is made in accordance with: Far Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Medical Education Technologies Inc. (METI) is the sole source provider of maintenance on METI mannequins and their systems. METI is the premier manufacturer of patient simulators in the world. They are the only producer of the Human Patient Simulator, Emergency Care Simulator, Pediatric emergency Care Simulator, BabySIM, iStan v2, and METIman. All engineering design, software development, and product manufacturing are performed by METI personnel. Due to the unique requirements and the need for training in some medical techniques in order to repair METI products, no other activity in the Continental United States has been trained and authorized to work on METI simulators. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
