- GSA Multiple Award Schedule 23V, Automotive Superstore, Solicitation FFAH-C2- 990235-B Refresh 11. The current Refresh November 22, 2011, is hereby issued to incorporate the mandate of electronic submission of all offers and modifications in the Schedule 23V Automotive solicitation FFAH-C2-990235-B. The solicitation also updates and changes some clauses. NEW OFFER SUBMISSIONS: An offer received after November 22, 2011, MUST be submitted using the Refresh 11 solicitation dated November 22, 2011. An offer received after November 22, 2011 using any previous refresh solicitation will be rejected. A rejected offer will not be returned to the offeror. The offeror is strongly encouraged to read the "Read Me First" document prior to submitting its offer. This document contains important information including a checklist of all documents required to accompany your submission that may or may not be listed in the e-offer system. Failure to submit all required documents may result in the rejection of your offer. Please visit http://eoffer.gsa.gov/ to submit your e-offer and e-mod requests. Please be advised that digital certifications are required for all e-offer and e-mod submittals. INFORMATION REGARDING MANDATORY E-OFFERS AND E-MODS: 1.
