Description
New Manufactured Material: A firm fixed price type contract iscontemplated. The items, estimated quantities and required deliveriesare as follows: CLIN 0001: NSN: 1680-01-441-6921, P/N: 400671-4; NOUN: In-flight ShroudAPPLICATION: KC-135R, QTY: IDIQ Contract with a 3 Year Ordering Period,BEQ is 23 for the total 3 year requirement, Minimum Order Quantity is 2each and Maximum Order Quantity is 9 each, with a Total Contract Maximumof 35 each.; DELIVERY: first order complete delivery by 30 April 2012. CLIN 0002: NSN: 1680-01-441-6921, P/N: 400671-4; NOUN: In-flight ShroudAPPLICATION: KC-135R,QTY: Range min 2ea ; maximum 14ea; DELIVERY:complete delivery by 30 April 2012. AMC Code: 3D Qualification Requirements DO NOT apply. Surplus bids will be evaluated on a case by case basis. No telephone requests. Only written or faxed requests received directlyfrom the requestors are acceptable. Fax Number is (405)739-4440, ATTN:Lyndsey Shirazi Qualification Requirements:Due to the complexity and criticality of this part, only manufacturersthat have successfully completed all testing required by the originalcompany responsible for the design, or manufacturers that havesuccessfully completed all testing on items determined by the Governmentto be similar in complexity and criticality, can be considered approvedsources for this item. Current qualified sources are: SargentFletcher, Cage Code: 72429...10 U.S.C. 2304(C)(1), Justification:Supplies (or Services) required are available from only one or a limitednumber of responsible source(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies in which the Government intends to solicit and negotiatewith only one, or a limited number of sources. Interested persons mayidentify their interest and capability to respond to the requirement orsubmit proposals. All proposals received within 45 days after date ofpublication of this synopsis will be considered by the Government. ADetermination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation.It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: (c) The Competition Advocate (CA) at each contractingactivity/office (as defined in DLAD 2.101) shall act as the ombudsmanand attempt to resolve contractor complaints. DLA Aviation's AOBCA/ombudsman can be reached at (405) 734-8241, facsimile (405) 734-8129.Complaints which cannot be so resolved shall be forwarded to the HQthrough J-72 for resolution by the DLA competition advocate. Eachactivity is responsible for developing procedures for executing theduties and responsibilities of its local ombudsman. Electronic procedure will be used for this solicitation.
