- Justification for Restrictive Competition This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Item 0001 below is being requested as an ‘item unique to the manufacturer' no substitutions will be accepted, justification is attached hereto. a.
