Description
The U.S. Geological Survey (USGS), Snake River Field Station, Boise, ID, has a requirement for a bench top stable isotope measuring system, Picarro L2120-i, Delta D and Delta 10O Isotopic Water Analyzer, with a Picarro A0213 induction module IM-CRDS Analyzer for matrix bound water. The USGS requires an instrument capable of analysis of deuterium: hydrogen and 18 Oxygen: 16 Oxygen of matrix water in liquid, vapor, and in soil, plant or similar types via absorption spectrometry. Major uses will include determination of how plants differ in effective rooting depth and the isotopic composition of free and matrix water in soils, stems, and, and precipitation, and the isotopic variation of water will be used to evaluate climate effects on water resources. At a minimum all offered equipment must generate D:H and 18:16O ratios on the water in liquids, vapor, soil, plant, or other organic samples in real time, be capable of high-throughput (>50 samples per day), soil or plant samples inserted directly into instrument without headspace equilibration or any preparatory cryogenic-extraction from samples, operate with small amount of water in samples down to <10 microliter for studies of arid land plants, foot print cannot exceed 24 X 24, must be portable (less than 50 lbs.), optional field settings, automated identification of organic contaminants and ability to apply corrective compensations for the effect of organic contaminants on the resulting data, meet industry standards of <.01% for Delta 18O (max) and <.0.5% (max) for Delta D based on VSMOW scales for reporting deuterium and oxygen isotopes. Based on the above requirements, we intend to negotiate on a sole source basis with Picarro Inc., Santa Clara, CA, in accordance with FAR 13.106-1 (b) and the procedures in FAR Part 12, Acquisition of Commercial Items. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 2:00 PM PDT. All submissions will be evaluated to determine if competitive opportunities exist. This notice and any resulting solicitation or order conforms to the requirements in place through FAC 2005-54, effective 2 November 2011.
