- Sources Sought OHE Certification Source Sought #: N40442-12-R-6001 Procurement Type: Sources Sought Notice Title: Ordinance Handling Equipment (OHE) Inspection, Testing and Re-Certification Requirements Department of the Navy, Military Sealift Fleet Support Command (MSFSC), is seeking potential sources to perform Ordnance Handling Equipment (OHE) services. This is for MARKET RESEARCH ONLY and does not necessarily constitute an emerging requirement. THIS IS A SOURCES SOUGHT NOTICE ONLY. The Contractor shall comply with the re-certification procedures established in the following applicable references: (a) NAVSEA OP 2173 Volume 1 and 2 titled "APPROVED HANDLING EQUIPMENT FOR WEAPONS AND EXPLOSIVES" (b) NAVSEA OP 4 Titled "AMMUNITION AND EXPLOSIVES SAFETY AFLOAT" (c) NAVSEA SG420-AP-MMM-010 titled "PERIODIC TESTING ARRANGEMENTS FOR ORDNANCE HANDLING EQUIPMENT" The Contractor shall upon completion of all tests, inspections and tagging, complete all required documentation and shall provide the re- certification documentation to MSFSC's Activity Commanding Officer (or his/her designated representative) and a copy to MSFSC's MHE/OHE Program Manager within one week after completion. Previously signed electronic copies are acceptable in.pdf format. The Contractor shall submit condition reports for any OHE which failed re-certification with a recommendation for further disposition. The contractor and all subcontractors regardless of tier must consult the general technical requirements (GTR) to determine applicability. Sources may be large or small business concerns. The appropriate NAICS Code is 811310 and size standard is $7.0M. Again, THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. This is a market research tool used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit a brief capabilities package demonstrating ability to provide the requested services. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry. This document shall address, as a minimum the following: (a) Company profile to include number of employees, office location(s), DUNS number, and CAGE Code (b) Point of contact, telephone number, fax number, address, and email address (if available) Vendors shall be registered in the Central Contractor Registration (CCR) and Online Representations & Certifications (ORCA).
