Description
The US Army Corps of Engineers, New England District (NAE) is issuing a Sources Sought Announcement (SSA) for Manufacturers/Suppliers of Applanix POSMV 5 upgrade with POsPac MMS 5.x software to determine the interest, availability and capability of Small Business concerns as described below. The NAICS code for this procurement is 334511. The estimated cost of this procurement is between $25,000 and $150,000. The resultant contract vehicle will be a firm fixed price purchase order. The Survey Section currently has a POS MV4 inertial navigation system, originally purchased in conjunction with their Reson 8124 multibeam survey system. A new Reson 7125 multibeam system was installed replacing their current 8124 system. The POS MV5 upgrade needs to have a built in RTK GPS option which allows the user to achieve greater accuracy. In addition, the MV5 will allow post processing of the survey data to be corrected and processed much more accurately, instead of just being able to use the raw collected corrections. The navigation system must include "True Heave" in the processor which significantly improves accuracy. It is a unique quality control tool for real-time heave during collecting survey data. The POS MV5 upgrade will allow for quicker, more accurate final processing of the survey data. The POS MV4 must be accepted as a trade-in for a new upgraded POS MV5 system and is required to have "true heave" feature so there is no requirement to tune filter for specific conditions, no time required for settling, and data can be smoothed forwards and backwards. System must include an IMU that is based on fiber optic upgradeable gyro technology. System must have a roll, heading and pitch accuracy of.01 and maintain data rates up to 200 Hz. Must have ability to time tag data to microsecond accuracy. System must be able to achieve decimeter accuracy without the need for base stations. Processing software must provide decimeter accuracy in x, y, z no matter how far in distance surveying offshore. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); qualifications and experience in performing the work requirements stated above. Responses are due Friday December 2nd, 2011. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Lauren Devin. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Quote (RFQ) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
