- Amendment 1 - Changes to Section 00100 SOLICITATION NO. W912PL-12-R-0001 HUBZONE SMALL BUSINESS SET ASIDE. THE U.S. ARMY CORPS OF ENGINEERS, LOS ANGELES DISTRICT, IS SOLICITING FOR A DESIGN-BUILD COMMUNICATIONS NETWORK CONTROL CENTER, NELLIS AIR FORCE BASE, CLARK COUNTY, NV. This project is for a new facility that totals approximately 12,840 gross square feet and includes site improvements including parking lots, walks, landscaping, and site security features. The site is bounded by Offut Avenue on the north, Holloman Avenue on the east, Fitzgerald Boulevard on the south and Devlin Drive on the west. The site is currently being used for occasional parking. The scope also includes reconfiguration of existing utilities that currently span the site, both above and below grade. The solicitation documents will be available on or about 15 November 2011 with proposals due on or about 18 January 2012. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $10,000,000 and $25,000,000. This Solicitation will be issued as a 100% HUBZONE SMALL BUSINESS SET ASIDE PROCUREMENT. Only HUBZone small business concerns on the List of Qualified HUBZone at http://dsbs.sba.gov/dsbs/search/dsp_searchhubzone.cfm are eligible for this HUBZone procurement without regard to the place of performance. Bonding will be required for this acquisition. A Sub-Contracting Plan will not be required. This will be a Competitive Request for Proposal (RFP), using the Best Value Lowest Price Technically Acceptable procurement resulting in a firm fixed-price contract. The evaluation of the offerors include: Experience on Similar Projects, Past Performance, Technical Approach Methods and Procedures, Corporate/Management Structure, and Schedule. This Solicitation No. W912PL-12-R-0001 and all amendments for this acquisition will be posted on www.fbo.gov. No additional media (compact disks, floppy disks, faxes or paper) will be provided unless the Government determines that it is necessary.
