- Justification RFQ Info This procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures; The Billings Area Indian Health Service (IHS) intends to award a fixed-price, purchase order in response to Request for Quotation (RFQ)-10-12-020-KN.
