- Description
- The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office, intends to acquire Instructor Services for Personal Financial Management Training at various military bases in support of the Center for Personal and Professional Development (CPPD). Locations include: Fort Leonard Wood, MO, Groton, CT, Gulfport, MS, Lackland AFB, TX, Meridian, MS, Pensacola, FL, Port Hueneme, CA, Virginia Beach, VA, Great Lakes, IL and Wichita Falls, TX. It is intended that this requirement be solicited as a commercial item on an unrestricted basis. The course will include but not be limited to the following topics: Ethics, Spending Plan, Banking and Checkbook Management, Essentials of Credit, Consumer Awareness, Car Buying, Insurance, Investing and Retirement, Government Travel and Financial Planning for Deployment. The resultant solicitation shall include a six (6) month base period base period beginning 01 April 2012 and contain provisions for two (2) additional, consecutive, twelve (12) month option periods and one (1) six (6) month option period. This is a synopsis for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government intends to award, on a full and open competitive basis, a firm-fixed-price contract to the eligible, responsible quoter whose quote represents the best value to the Government, considering price and technical factors, with technical factors more important than price. The closing date for receipt of quotes will be established in the RFQ. The applicable North American Industry Classification System (NAICS) Code and size standard are 611519 and $7M, respectively. All responsible sources may download the solicitation and submit a quote, which shall be considered by FLC. The Government will not pay for information received. The RFQ will be made available electronically upon its release at: https://www.neco.navy.mil on or around 07 December 2011. Note: Solicitation number is subject to change. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Central Contractor Registration (CCR).
