- Description
- The Government intends to solicit and negotiate with only one source, Tactical Tracking Operations School Inc., (TTOS) 4511 N. Commerce Drive A, Sierra Vista, AZ 85635-2270. The procurement will be conducted on a sole source basis in accordance with the authority of FAR 13.106-1(b)(1). This acquisition is for remote tactical training facilities and associated services for the period of 5-15 December 2011. Requirements are for the contractor to provide a Forward Staging Base (FSB) several multi structure ranch compounds, several village style compounds, dozens of remote target sites, firing ranges (500 meter flat range, unknown distance out to 3000 meters, high angle ranges 30-60 degrees), 2.5 million of acres for mobility and maneuver training, multiple airfields, LZs, DZs and 100 plus mile mobility corridors.. The basis for restricting competition is because TTOS is the only known offeror who can provide training facilities and role players capable of meeting the unique, specialized training required in the available timeframe. The NAICS code for this procurement is 611699 and the small business size standard is $7 million. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 29 November 2011, 3:00 pm CDT. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with TTOS. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
