Description
Emergency Repair of Priority 1 and Priority 2 Natural Gas Leak The Network Contracting Office, VISN 22, intends to negotiate a commercial FAR (Part 12) Sole Source procurement with Gas Control Technologies, located at 40 Ramona Place Camarillo Ca 93010. This procurement is being conducted in accordance with FAR 603.2, Urgent and Compelling. A justification for Sole Source has been prepared in support of this acquisition. This BOS announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issue. Request for Quotation is RFQ-262-12-Q-0146. The North American Industry Classification System (NAICS) Code is 237110 and the small business size standard is considered 33.5 million. The contractor shall provide all parts, labor and materials required to perform the following work; Pothole, locate and excavate in order to provide a new polyethylene gas feeder from the main line source to Quarters 312. Contractor shall locate the existing line, cut and cap and safe end the insisting pipe to assure that there is no leakage. Provide and install a new meter set and piping with earthquake valve to quarters 312. Install a new poly ball valve with sleeve and cover at the point of connection to the new main. Contactor shall excavate and locate additional mainline piping to determine exact location and type of pipe for documentation and testing. When positively located contractor will re-test with hydrogen flame ionization re-assessing the pipeline for additional leaks. Contractor will repair or replace the natural gas main and service systems to alleviate reported Priority one and Priority two leakage conditions at the following locations: Quarters 312 leaks #1 and #2, Replace and relocate main from under the house where there is a priority 1 leak. Replace the natural gas service due to leaking underground 5' north and 4' east of the north/east corner of 312.This is a priority 1 leak. Quarters Building 90 is a priority 1 leak: Contractor shall replace the riser and meter set and installs an earthquake valve. Quarters Building 91 is a priority 1 leak; Contractor shall replace service riser and meter set and add an earthquake valve. Building 217 Priority 1 and 2 leakage including replacing the main line east of building 113, priority leaks #1 and #2 (2 leaks to repair) 1% leakage over the natural gas main located @15 west of 36 north of north/west corner of building. Quarters Building 90. Replace riser and meter set and install earthquake valve. Priority 1 leak. Quarters 91, Priority 1 leak Replace riser and meter set and install earthquake valve. Building 345/500 there is a priority 1 leak in the gas valve casing located in the lawn @75 north and 33 east of the northeast corner of building 345; contractor shall excavate, repair or replace piping and valve as needed to cure the leak. Building 217, this is a priority one leak; natural gas main located @ 6' west and 48' south of the southwest corner of the building, this will require replacement up to the recently installed poly-ball valve just east of Dewey drive. Building 46, this is a priority 1 leak; contractor will replace the service riser and earthquake valve at the northwest corner of building 46. Building 113, this is a priority 1 leak; contractor will replace the service riser and earthquake valve at the northwest corner of building 46. Building 113, this is a priority 1 leak; contractor shall replace the service riser and meter set and adds an earthquake valve. Building 113, this is a priority 2 leak; this leak is located @15' west and 36' north of the northwest corner of the building. Contractor shall excavate and repair this leak. Building 220 this is a priority 2 leak with a 20' x 12' migration pattern. Contractor shall excavate and repair this leak. This leak is located @66' east and 24' north of the building entry stairs on the north side of the building. Building 300, this is a priority 2 leak; this leak is located over the natural gas main line in the concrete sidewalk curb and the gutter south of the service to main connection. Contractor shall excavate, make required repairs, and restore all street pavement and concrete to original condition. Building 217, this is a priority 2 leak, leakage over the natural gas service west of building 217 and northwest of the building and in the street trench north/northwest of the trash bin location, and just west of the concrete walkway intersection. Contractor shall excavate and repair this line. Building 217, this is a priority 2 leak; this leak is located 6' west and 10' south of the southwest corner of building 217. Contractor shall excavate and repair this pipe. Valve casing east of Building 46, this is a priority 2 leak; contractor shall excavate sand repair or replace this valve and/or repair the pipe.
