- NASA/DFRC has a requirement to extend the performance period of the DFRC SecuritySupport Services Contract for a maximum of three months (January 1, 2012 - March 31,2012).A contract modification reflecting this extension will be issued on or beforeDecember 31, 2011, which is the expiration date of the current security support servicescontract. NASA DFRC intends to extend the period of performance of contract NNA04AC17D,for protective services which was awarded November 1,2004, as a result of full and opencompetition under a GSA Schedule to Wackenhut Services, Inc. (WSI)(named changed to G4SGovernment Solutions Inc. (G4S) in October 2011). This extension is necessary to bridgethe performance period between the end of the current contract and award of a new NASADryden Protective Service contract. Authorization of this extension has been issued byNASA Headquarters under Procurement Information Circular (PIC)11-08, dated October 25,2011, which provides a class deviation from the requirements of FAR 17.204(e) and NASAFAR Supplement (NFS) 1817.204(e)(iii), limiting the terms of service contracts to five(5) years, including the basic contract and all options. This class deviation appliesonly to existing contract requirements that will ultimately be provided under a new NASADryden Protective Services Contract. NASA is using the authority for Other Than Full andOpen Competition provided by 10 U.S.C. 2304(c)(1), because G4S Government Solutions Inc.(G4S) possesses unique expertise in meeting the security requirements of the Center, noalternate source could adequately provide for the maintenance of the Centerscomprehensive security program during this extension period. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 2, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Mr. Medina not later than 4:30 p.m. local time onDecember 2, 2011.
