- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on behalf of Combat Direction Systems Activity Dam Neck intends to procure on a non-competitive basis Advanced Sensor Distribution System (ASDS) and Data Distribution System (DDS) hardware and services from Frontier Electronic Systems Corp, 4500 West 6th Avenue, Stillwater, OK 74074-1522. The hardware to be procured was developed by Frontier Electronics Systems Corp under contract N00024-06-G-5200 and has proprietary software embedded within the equipment. The services to be provided are for engineering, installation, configuration management, and integrated logistics support for shipboard and shore-based ASDS and DDS systems. The proposed contract will be a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with provisions for the issuance of both firm, fixed price and cost-plus-fixed-fee delivery/task orders. All items are to be priced FOB Destination of Combat Direction Systems Activity Dam Neck, Virginia Beach, VA 23461. The North American Industry Classification System code is 334290 with a size standard of 750 employees. Frontier Electronics Corp. is a small business under NAICS 334290. Interested parties may identify their interest and capabilities or submit proposals to the Naval Surface Warfare Center, Dahlgren Division, Attn: Code CXS11-11, Branch, Attn: Linda Wilkes Bldg 183 Room 102B, 17632 Dahlgren Road, Suite 157 Dahlgren, VA 22448-5110. This is not a request for competitive proposals. It is anticipated that the solicitation will be issued on December 30, 2011. The anticipated closing date of the solicitation is February 1, 2012. NSWCDD, 17632 Dahlgren Road, Dahlgren, VA 22448-5110 has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis and resulting solicitation with any applicable amendments will be available on the World Wide Web at https://www.fbo.gov. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to contractors that are not registered in the Central Contractor Registry (CCR).
