Document Type: Sources Sought Solicitation Number: H53K_TBFDS_Sources_Sought Posted Date: 21 November, 2011 Description: The Naval Air Systems Command (NAVAIR), H-53 Program Office (PMA-261), announces its intention to solicit a vendor for the design, development, and manufacture of fuel and vent hoses, electrical cables, and tank restraint systems (Tactical Bulk Fuel Delivery System Supplemental Kit) for installation of Robertson Fuel System TBFDS into the CH-53K Helicopter. This notice is being used for the purpose of determining market interest, availability and adequacy of potential business sources prior to establishing the method of acquisition and issuance of a Request for Proposal, including the use of any appropriate small business programs. All interested businesses are encouraged to respond. The government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought notice. This notice is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the government. The information provided herein is subject to change and in no way binds the government to solicit for or award a contract. It is the offeror's responsibility to monitor the Federal Business Opportunities website located at http://www.fbo.gov for the release of any follow-on information. The following are minimum requirements that shall be included in the potential offeror's capability statement: - Provide a pictoral and written description of the TBFDS tank to aircraft interface fuel hoses which meet the refuel and defuel performance requirements of an unrestricted TBFDS tank and the aircraft. - Provide a pictoral and written description of the TBFDS tank to aircraft interface vent hoses which meet the refuel and defuel performance requirements of an unrestricted TBFDS tank and the aircraft. - All hoses shall be developed and routed in accordance with SAE AS18802. - All wiring design and installation procedures shall be in accordance with SAE AS50881. - Provide a pictoral and written description of TBFDS tank restraint system. The restraint system shall be designed to the crash (ultimate) acceleration loading factors, listed below. At each tank installation location, the restraint system shall accommodate the Forward Area Refueling Equipment (FARE) Kit pump, P/N HM022-400, installed on the aft most tank and the control panel (P/N HM022-123-21) installed on the forward most tank of the TBFDS installation with each tank at 100% fuel capacity. The restraint system shall ensure that the tank structure does not impinge upon aircraft structure or adjacent tank structure under the following acceleration loading defined below: Acceleration Loading Factors • Nx = 20g (Longitudinal Fwd), 20g (Longitudinal Aft) • Ny = +10g (Lateral, Left, and Right) • Nz = 20g (Vertical, Down), 10g (Vertical, Up) - The installation of the TBFDS tanks into the CH-53K cargo compartment shall permit one (1), two (2), and three (3) tank install configuration in the aircraft cabin.The restraint system shall not require any reconfiguration of the TBFDS tank P/N HM022-010-300. Interested sources shall provide their capability statement detailing the ability to meet the above requirements, at a minimum. No questions or inquiries will be entertained at this time. Submissions shall be postmarked no later than 4:00 EST, on Thursday, 22 December, 2011 and addressed to the Naval Air Systems Command, Attn: Tom Trost, Contract Specialist, 47123 Buse Road, Building 2272, Suite 155, Patuxent River, MD 20670. Information and materials submitted in response to this request will NOT be returned. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Classified material shall NOT be submitted. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact including name, phone number, and e-mail address.
