Description
NASA GSFC intends to extend contract NNG06EB68C to allow adequate time to complete thecompetition of the follow-on contract for SESDA II. The SESDA III follow-on competitionis currently underway and contract award is anticipated between January and April 2012. Currently, NASA has not determined if award will be made on initial proposals or if acompetitive range and discussions will be utilized. NASA will include several one monthoptions in the extension of the SESDA II contract to allow schedule flexibility, coveringany potential delays in the follow-on award process. In total, this extension will lastno longer than nine months, including a base period and several one month options,resulting in a maximum period of performance from January 1, 2012 through September 30,2012. However, a much shorter period of performance for the extension is currentlyanticipated. This extension is required to ensure uninterrupted support and meetcritical requirements and milestones until the follow-on competitive contract is awarded.While the competitive follow-on procurement is being conducted, Adnet SystemsIncorporated must continue supporting key requirements and ensure continuity of criticalsupport services for activities such as single mission and large multi-scale dataarchives and processing systems. These systems are essential for the operation and dataanalysis for ongoing space and earth missions and for the development of data productsfor new/upcoming missions. This procurement action is being conducted on a sole source basis in accordance with 10U.S.C. 2304 (c) (1) Only One Responsible Source. Adnet Systems Inc. possesses thecapability and has the requisite skills, in-depth expertise and experience necessary tosupport all of the Earth and Space science research and development, data operations, aswell as information system technologies, engineering, education and public outreachrequired by the SED to successfully carry out its science missions until the follow-oncontract is awarded. No firm other than Adnet can provide ongoing technical supportwithout interruption and degradation of services and quality of support for thispotential nine month time-frame. The government does not intend to acquire a commercial item using FAR Part 12. See note26. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30pm local timeon December 7, 2011. Such capabilities and/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based on responses to this notice, is solely within thediscretion of the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency.
