THE ALTERNATE OFFEROR IS REQUIRED TO PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. CRASH RESCUE EQUIPMENT SERVICE, INC (5U658) P/N 13719 Proposed procurement contains a 25 % option for increased quantities. Unit of Issue: 319/EA Destination Information: SW3121 DLA DISTRIBUTION ALBANY DDAG-T MCLB BLDG 1221 DOOR 20 814 RADFORD BLVD ALBANY GA 31704-1128 US Delivery Schedule:150 DAYS. All responsible sources may submit an offer/quote which shall be considered. Description: NSN 4730-01-506-0084- NOZZLE HYDRO-CHEM being bought in accordance with CRASH RESCUE EQUIPMENT SERVICE, INC (5U658) P/N 13719. Based on research by the buyer this item is determined to be a commercial item and will be solicited using FAR Part 13.5. The required quantity is 319/EA going to (SW3121) ALBANY, GA 31704-1128/ DLA direct. FOB destination and inspection at destination is required. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on or after the issue date of 12/09/2011. Hard copies of this solicitation are not available. There are no technical drawings/bid sets available. Solicitation is other and full/open as per FAR 6.302 (statue 10 USC2304 ( C) (1). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance. The required delivery is 150 days. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. Be aware that the Government has not technical data and in order for your commercial part to be evaluated you must provide technical data for both the part you are offering and the already approved part. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. A statement regarding industry security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Based upon market research, the Government will used the policies contained in Part 13.5 n Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
