- The U.S. Environmental Protection Agency (EPA), Office of Water (OW) has a requirement for plankton supplies, with the specifications in Attachment A-Technical Specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-12-00009 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. This acquisition is a total set-a-side for small business. The NAICS code is 339999, the size standard is 500 Employees. All supplies shall be provided to the EPA facility located at 1301 Constitution Ave., NW Washington, DC 20004 (Office of Wetlands, Oceans, and Watersheds) after receipt of award. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) price. Award will be made on a best-value basis based on the response most advantageous to the Government, price and other factors considered. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Attachment ATechnical SpecificationsRFQ-OH-12-00009 National Lakes Assessment 2012 The contractor shall provide supplies for the National Lakes Assessment. EPA will provide the quantity and product specifications for the supplies (see below). The contractor shall provide 75 of each of the following items:1)Simple plankton net with 50-micron mesh: A standard Wisconsin-style plankton net 30-cm mouth diameter (with a 20-cm to 30-cm net cowling) x 90-cm length x 50 micron mesh net x 9-cm cod end aperture and bridle assembly, 2-pc cod end assembly with detachable lower section that is perforated with 50-micron mesh, ballast weight-Plankton net: heavy duty nylon net of 150 micron mesh with a mouth to length ratio of 1:3-Ring and 3-point bridle-Collecting bucket: two-piece design with fasteners; perforated design with 150-micron mesh; ballast weight 2)Simple plankton net with 150-micron mesh: A standard Wisconsin-style plankton net 30-cm mouth diameter x 90-cm length x 150 micron mesh net x 9-cm cod end aperture and bridle assembly, 2-pc cod end assembly with detachable lower section that is perforated with 150-microns mesh, ballast weight-Plankton net: heavy duty nylon net of 150 micron mesh with a mouth to length ratio of 1:3-Ring and 3-point bridle-Collecting bucket: two-piece design with fasteners; perforated design with 150-micron mesh; ballast weight 3)Carrying Cases for plankton netsEach case should hold two nets. 4)Gravity sediment corer:For gravity coring operation, the end of the deployment cable is attached to the top of the main coring body and lowered as fast as possible through the water when approaching the bottom to allow gravity and inertia to drive the corer barrel into the sediment. These gravity core units should include a core head with a release mechanism, with plastic and stainless steel construction and a ball that is held in the open position by a release pin during water penetration to prevent frontal wave disturbance of sediments. The corer should come with a 300-gm messenger that activates the release of the ball and sealing the core head. This should create a vacuum seal that retains sediments in the core during retrieval. A ballast, a weight that slips tightly over the core head, should provide easy adjustment of the corer weight. The unit should also include a polycarbonate core tube with 1-cm scribe marks and tube caps for safe transportation of intact cores. Each unit should include-durable construction -ball-type core retainer w/ latex band -simple-all angle-release mechanism and messenger (at least 400 gm) -20m lowering line and a line reel -gravity weights-one thin-walled core barrel should be clear and have an opening diameter of at least 68 mm and a length of 60 cm-core extruding plug -end caps -spare caps-carrying case -any additional tools DeliverablesRecommended supplies and equipment products (actual vendor specifications and prices) provided to TOM by December 15, 2011.
