Description
THIS IS AN NOTICE ONLY AND NOT A REQUEST FOR PROPOSALThe Bureau of Land Management Mother Lode Field Office, Cosumnes River Preserve intents to award a contract to California Department of Fish and Game, Moss Landing Marine Laboratory(CDFG) is uniquely qualified to be the only responsible source for this project. CDFG is a co-authors with the BLM and others on the grant proposal that was submitted to, and funded by, the U.S. EPA. As such, the CDFG is obligated to be a collaborator in the implementation of the project with BLM and others because the grant funding was awarded to the BLM on the basis of the content of the proposal, the merit of the project, and the background and expertise of the project proponents, as was evidenced by the EPAs requirement to submit information about all of the co-authors and collaborators professional experience.Mr. Stephenson with CDFG is a recognized expert in the field of MeHg research. Specifically, Mr. Stephenson will assess MeHg in water samples that have been collected from previous field work. Analysis will be conducted according to the following description:MeHg samples will be collected following clean techniques. Two hundred fifty milliliter VWR trace cleaned bottles will be dipped 2-4 cm under the water until filled. Samples will be kept on ice and in the dark prior to preservation. Samples will be acidified within 48 hours of collection with reagent grade Baker HCl to bring the final concentration of acid to 0.5%. The samples will be analyzed for MeHg using an ethylation distillation method (EPA 1630) that has a detection limit of 0.02 ngL-1. All samples will be analyzed within 6 months of collection. The general Quality Assurance/Quality Control (QA/QC) program consists of approximately one field blank, field duplicate, standard reference material, analytical duplicate, matrix spike recovery (MS), and matrix spike recovery duplicate (MSD) for every 20 samples.The value of the proposed services is $69,930.00 The contract will be awarded on or about Thursday, December 8, 2011.
