Solicitation Number: BAA-SMC-SD-011A SMC/SD Industry Day – STP Commercial Hosting of Advanced Technology Payloads Notice Type: Special Notice Synopsis: Added: 23 Nov 2011 12:03 pm Space Test Program (STP) Commercial Hosting of Advanced Technology Payloads (CHATPs) Industry Days Interested parties are hereby invited to participate in Industry Day sessions to be held on 6-8 December 2011 regarding the draft Broad Agency Announcements (BAA) defined below from the Space Development and Test Directorate (SMC/SD). The Industry Day sessions will be held at Kirtland AFB, NM 87117, Maxwell Facility. Registration for this event is required. Please contact the Technical POCs below by email to register for an Industry Day session and instructions to the Maxwell Facility. Registration must be submitted no later than 30 Nov 2011. Attendance is limited to no more than 120 people and registration will be closed when that number is met. Due to space constraints, attendance will be limited to three individuals per CAGE code. For base access all attendees will be required to submit their first and last name, and middle initial along with the last 4 of their social security number. The requested information must be submitted no later than 1600 (MDT) on 30 Nov 2011. Once an attendee’s information is provided, you will be given directions and base entrance instructions. Attendees are encouraged to submit written questions in advance. Questions provided in advance are due by 1200 (MDT) on 2 Dec 2011. Unless annotated as proprietary to be handled in the individual sessions, questions will be assumed to be general and responses will be provided during the Introductory Briefing. Note: This is NOT a 'bidders conference' and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. For those that cannot make the Industry Day, a copy of the slides used will be posted to FBO as well as the questions and answers. DESCRIPTION: SMC/SD will be conducting an Industry Day for Space Test Program (STP) Commercial Hosting of Advanced Technology Payloads (CHATPs). The purpose of this meeting is to provide interested companies/entities with an overview of specific areas of interest, promote an early exchange of information, and provide an opportunity for both the Government and Industry to gather more information prior to the request for studies that will be published on the FBO web site. STP is seeking feedback from Industry with respect to the draft CHATP BAA-SMC-SD-011 posted on FBO on 23 Nov 2011 to understand if the draft BAA, Call-001, and supporting documents, as written, present challenges to Industry that can be revisited prior to finalization of the CHATP BAA and Call-001. STP encourages review of the draft posting and feedback from Industry for discussion at Industry Days. The Space Test Program seeks to study the feasibility of using commercial providers and practices to integrate, test, launch, and provide on-orbit support for STP hosted payloads (HPs). HPs are experiments requiring payload integration and testing, launch, and on-orbit operations support through a scheduled commercial Host Space Vehicle (HSV). The Draft CHATP BAA (BAA-SMC-SD-011) and first Call to that BAA will be posted in advance of the Industry Day. Attendees are encouraged to review these announcements to support discussions and provide questions. A general session will be held in the morning each day, from 0830 to 0930 for interested parties to obtain information from the Government Program Managers and Contracting team. Check in time is from 0800 to 0830. Individual sessions with interested companies will be scheduled during the remainder of each day. There is no set format for individual sessions. Companies can provide a presentation, ask questions, provide feedback to the draft BAA, or a combination of these. Currently 30 minutes are allotted per individual session. It is recommended that companies plan to attend the general session the morning of their individual session. Technical POCs: CATERCIA S.
