Description
The Department of Interior, National park Service is soliciting offers to provide water and waste water testing services at Mount Rushmore National Memorial (MORU), South Dakota. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of FAR Part 12, Acquisition of Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), FAR Part 13, Simplified Acquisition Procedures and FAR 37.101, Non-Personal Service Contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-54. The solicitation number is P12PS62097, and the solicitation is issued as a Request for Quotation (RFQ). This acquisition is 100% set aside for small business concerns. The North American Industry Classification (NAICS) code is 541380, Testing Laboratories; the associated small business size standard is $12 million. The Government contemplates award of a firm fix-priced Blanket Purchase Agreement (BPA) resulting from this solicitation. A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The Government may elect to award without discussions. DESCRIPTION: As prescribed by the State of South Dakota and the Environmental Protection Agency, this BPA is for waste water and drinking waters testing requirements from a South Dakota State Certified Laboratory. Testing shall be conducted in accordance with Environmental, Federal and State regulations and requirements. This includes but is not limited to processing within the prescribed hold times to avoid re-drawing the samples. Authorized MORU Park Staff will hand deliver samples within a 35 mile radius of MORU. Laboratories outside of this radius shall be responsible for the timely pick up of samples from MORU and the transportation to the laboratory. Laboratories shall provide the chain of custody at: 1) time of delivery if within the 35 mile radius; 2) time of pick up from MORU if outside the 35 mile radius. PRICE SCHEDULE: Proposed pricing must be all inclusive. See attached pricing schedule. PERIOD OF PERFORMANCE: Base Year : Date of Award (estimated 1/1/2012) through 9/30/2012.Option Year One: 10/1/2012 through 9/30/2013.Option Year Two: 10/1/2013 through 9/30/2014.Option Year Three: 10/1/2014 through 9/30/2015.Option Year Four: 10/1/2015 through 9/30/2016. The following factors shall be used to evaluate offers: -South Dakota State Laboratory Certification.-35 mile radius or process for handling if greater than 35 miles.-Past Performance (which will be provided to respondents). Technical and past performance, when combined, when compared to price are considered approximately equal. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
