- Air Force Global Logistics Supply Center (AF GLSC) at OklahomaCity Logistics Center (OC-ALC) is contemplating the repair/remanufactureof 1700 EA convergent nozzle segment liners for the F100/PW-229 engineof the line items cited below for a Firm Fixed Price, firm quantity,one-year contract to support F100 Engines. 1. Estimated issue date and estimated closing/response date - To be issued 8 December 2011 with a closing date of 9 January 20122. PR# - FD2030-12-360893. Service/Spare/Repair/OH - Repair/Remanufacture 4. RMC - 3C5. Item - F100/PW-229 Convergent Nozzle Segment Liners 6. NSN - 2840-01-308-4469NZ7. PN - 4078304 or 40711308. Description - Convergent seal liners for the F100/PW-229 engine protect the convergentseal assemblies from high exhaust gas temperatures. Size/dimensions: 15inches long x 4.5 inches wide x 0.5 inches high. Predominant materialof manufacture: Haynes 230. 9. Total Line Item Quantity - L/I 0001 - 1700 EAL/I 0002 - Data - IAW 142310. Application (Engine or Aircraft) - F100/PW-229 Engine 11. Destination - Ship to DoDAAC: SW3211 Mark For: Acct 09 -Serviceable Stock 12. Delivery - Delivery of serviceable assets 30 days after contract award and receiptof reparable assets at a rate of 400 EA per month13. Qualification Requirements - YesSources must be qualified prior to being considered for award. To beeligible for contract award, the offeror must be an approved source IAWFAR 52.209-1, Qualification Requirements. The Government is not requiredto delay contract award to review pending Source Approval Requests(SARs). Therefore, offerors are encouraged to submit SARs as soon aspossible. If the Government has not completed review of a SAR when thecontract is awarded, the SAR will be retained and the source will bereviewed as a possible source for future awards. 14. Export Control - YesData is export controlled. The solicitation/procurement data list isapproved for release only to U.S. DoD contractors who are registered andcertified with the Defense Logistics Information Service (DLIS).Submission of DD Form 2345, Military Critical Technical Data Agreement,with your request for the solicitation is required as specified in theInternational Traffic in Arms Regulation (ITAR), 22 CFR Sections 121through 128. Foreign contractors cannot participate as primecontractors. The technical data will not be available until thesolicitation is posted. 15. UID: Note to Contractor - If unit price exceeds $5,000 then UIDrequirements will apply. 16. Additional Information - Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (or service)required are available from one or only a limited number of source(s)and no other type of supplies or services will satisfy agencyrequirements. IAW FAR 5.207 (c) (15) (ii ), all responsible sourcessolicited may submit a capability statement, proposal, or quotation,which shall be considered by the agency. Electronic procedures will beused for this solicitation. Intended source is Unison EngineComponents-Manchester. Based upon market research, the Government is not using the policiescontained inPart12, Acquisition of Commercial Items, in its solicitation for thedescribed supplies orservices. However, interested persons may identify to the contractingofficer their interest and capability to satisfy the Government's requirement with acommercial itemwithin 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
