- This is a sources sought synopsis to determine the availability of potential sources capable of providing technical support services for Navy Selection and Classification Business Process Engineering. The purposes of this contract are to (1) develop, transition, extend, and maintain the Selection and Classification enabling technologies to Navy-wide implementation and integration within the Navy Manpower, Personnel, and Training Enterprise for Navy Total Force (both Active and Reserve Components, AC and RC) and (2) to provide enterprise consulting services of Selection and Classification standards, policies and business processes to assist the government in meeting the goals and requirements of the Navy ™s Selection and Classification Total Force (AC and RC) strategic direction and future vision. The contract scope includes providing engineering services for requirements validation, systems architecture, design, development, test and evaluation, and deployment of Navy Selection and Classification decision support systems for Navy Total Force (AC and RC) within Department of the Navy infrastructures and interoperable with NMCI, IT21, Sea Warrior and Department of Navy applications. Navy Selection and Classification Total Force decision support systems will be tested, validated, and submitted for NMCI, IT21, Sea Warrior Enterprise and Department of Defense Information Technology Portfolio Repository- Department of Navy (DITPR-DON) certification and accreditation as appropriate. The contract scope also includes business process reengineering services to diagnose, model, and redesign Navy Total Force S&C business processes. Finally, contract scope includes on-site technical support services to provide analysis and instantiation of Navy Total Force S&C standards and policies and enlisted community management practices and force shaping initiatives for Navy Manpower, Personnel, Training, and Education (MPTE) Enterprise applications within the purview of Chief of Naval Personnel (CNP) and Chief of Naval Reserves (CNR). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A Single award, Cost Plus Fixed Fee, Indefinite Delivery/Indefinite Quantity type contract is anticipated. It is anticipated that the contract will have a performance period of one (1) year, with four (4) 12-month option periods. It is anticipated that the contract will be solicited in the spring or summer of 2012. The NAICs code for this acquisition is 541511 and the size standard is $25M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size, and (2) relevant corporate experience references. Relevant corporate experience is defined as experience (within the last three years) that is of the same or similar scope, and of the same or similar magnitude to that which is described herein. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and customer point of contact with corresponding telephone number and e-mail address.
