Description
This is a SOURCES SOUGHT notice. This is NOT a request for proposals. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to execute a navigation dredging project at Sheboygan Harbor, Wisconsin. The future solicitation will be concentrated on work within the Federal Navigation Channel lakeward of the Eighth Street Bridge. The required depths are expected to be between 11.0' and 15.0' below Low Water Datum. An estimated 170,000 cubic yards of shoaled material will be removed. Property for access to the river's edge and placement of equipment for transferring dredged materials from scows or other marine hauling equipment to land hauling equipment is provided by the Government. The Contractor will be required to treat the dredged material with a drying agent to remove excess water prior to hauling material to the placement area. The dredged material shall be transported and placed at a Government furnished upland placement site located approximately 8 miles from the Harbor. This will be a best value solicitation. Award may be made to the offeror that provides the Government with the best value, and may not necessarily be the lowest price offered. A source selection team will evaluate all responsive offers. The contract must be complete by 30 September 2012. The estimated award date of the contract is 26 March 2012. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $20,000,000 in average annual receipts. ALL Qualified firms (large and small businesses, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages. Do NOT send an SF 330. Responses shall include: •(1) A completed Sources "Sought Information Request Form" located in this Sources Sought notice on www.FBO.gov. •(2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. Service Disabled Veteran Owned Businesses must be registered with VetBiz. The website address is https://vip.vetbiz.gov •(3) A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project. •(4) Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 5 December 2011.
