THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. RESPONSE DATE: 2 December 2011 NAICS: 541380 POINT OF CONTACT: Nicholas Aprea or Nicholas Bidlack Project Description: The U.S. Army Corps of Engineers, Memphis District, requests comments concerning its Drilling and Sampling requirement. The contractor will provide subsurface information for the evaluation of foundation conditions. Such information is dependent on accurate logs of the foundation conditions and characteristics, the recovery of the highest percentage of sample possible, and the recording of natural conditions such as water levels. Access to sites to include clearing of overgrowth, brush or trees, drilling equipment, water for drilling, and repair of damage to exploration sites necessitated by access and/or the drilling process shall be part of the requirements. The amount of drilling and sampling which actually will be required is unknown and will be governed by conditions encountered as the work progresses. The government will consider these comments and plans to issue a formal solicitation in the January/February of 2012. The NAICS Code is 541380 with a size standard of $12.0M. Work is planned to begin when all approvals are received. The Government is proposing to utilize a best-value approach to competitively select a prime contractor. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to obtain industry comment on a proposed draft Request for Proposals. The Government requests comments on the overall contracting plan as well as comments on specifics of the submission requirements and other issues affecting the this requirment. Also request input on the following specific issues: a.Does your company have a laboratory that conforms to the requirements specified in ASTM D 3740 and ASTM E 329 and validated by the Materials Testing Center for the Corps of Engineers within a 30 miles radius of the Memphis District Office? b.Does your drilling equipment have the capabilities of drilling and sampling to a maximum depth of 250 feet? c. Does your company have the capabilities of drilling multiple projects at any given time? Additionally, these projects could stretch from north as St. Paul, MN and down south to New Orleans, LA. Comments will be shared with the government and the project design team, but otherwise will be held in strict confidence. Offerors submitting comments may also request to discuss their comments directly with the government. Discussion slots will be limited to offerors submitting comments and planning to serve in a contractor (prime, or sub-contractor) capacity. These discussions are planned to be with each offeror team individually, however the government reserves the right to conduct discussions in groups if necessary based on the number of offerors involved. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned roll on the project, socio-economic status, projected bonding capacity and whether or not a discussion session is requested. In preparing the formal solicitation, the government makes no commitment to retain any of the elements/provisions of this draft solicitation and may include different elements/provisions in the formal solicitation. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
