Description
The US Air Force (USAF) is currently conducting a study to determine the technical and economic feasibility of improving the A-10 braking system. The primary intent of a retrofit program would be to field a braking system with improved brake energy capacity, increased life, increased system reliability, and reduced cost of ownership. As part of market research, the AF is issuing this Request for Information (RFI) to gather supplier inputs as part of that study. This information will be used to support a USAF determination of whether or not to pursue a brake system improvement program for the A-10 fleet. This RFI addresses the brake control/antiskid elements of the braking system. General information about the A-10 fleet and aircraft, as well as preliminary requirements for the antiskid system and hardware may be requested through the contracting office. In developing your response you are reminded that the Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. This is not a guarantee of a future solicitation. Also, failure to respond to this RFI will NOT preclude you from the opportunity to propose on any future solicitation on this requirement. REQUESTED INFORMATION 1) Please provide a description of the antiskid system upgrade concept(s) that would meet the USAF preliminary requirements. 2) Please comment on the feasibility of meeting the minimum antiskid system performance requirements included in the USAF preliminary requirements. 3) Please provide estimated dry weights for the antiskid system assemblies, as well as a total system weight. 4) Please provide a top-level program schedule that highlights major program milestones between program launch and flight test equipment delivery. The objective is to provide information that will identify program phases and deliverables, and will provide a general understanding of the amount of time required for qualification of the equipment. Where necessary please state assumptions. For example, assumed qualification test requirements should be stated in support of a schedule estimate. 5) Please indicate the production lead-time required prior to initial delivery of antiskid system hardware. Please identify any challenges from a supplier's perspective related to supporting fleet retrofit over two years. 6) Please identify provisioning requirements for bench stock items and special tools associated with the improved antiskid system. 7) Please provide the following information for the improved A-10 antiskid system: • Component and System MTBF estimates • Estimated cost to the government (if any) for development and qualification of new antiskid system • Estimated Antiskid control unit cost - installs and initial spares • Estimated Antiskid control unit cost - replenishment items • Estimated Antiskid valve unit cost - installs and initial spares • Estimated Antiskid valve unit cost - replenishment items • Estimated Wheel speed transducer unit cost - installs and initial spares • Estimated Wheel speed transducer unit cost - replenishment items • Estimated Wheel Speed Transducer/Axle/Hubcap Adaptor unit cost - installs and initial spares • Estimated Wheel Speed Transducer/Axle/Hubcap Adaptor unit cost - replenishment items • Estimated Hubcap unit cost - installs and initial spares • Estimated Hubcap unit cost - replenishment items • Estimated labor hours required to install antiskid system on aircraft 8) What other critical program issues/problems would you anticipate and what could be done to address them? General information and draft Preliminary Requirements must be requested by potential DoD contractors through the contracting office. The Point of Contact (POC) for this RFI is Leah Clark (Tel: 801-777-9346, e-mail: leah.clark@hill.af.mil).
