- The Fleet and Industrial Supply Center Norfolk Contracting Department, Philadelphia Office intends to acquire as a 100% Small Business Set-Aside, Services and Material necessary to operate and maintain all vessels assigned to the NAVSEA Inactive Ship Maintenance Office Bremerton, WA. The Navy Inactive Fleet was established with the mission for transitioning ships from the Fleet for storage and disposal; protecting the environment through ship dismantling and recycling; and support of the Fleet with responsive services for inactivation and equipment/material recovery. This requirement is to acquire services and material necessary to operate and maintain all vessels assigned to the NAVSEA Inactive Ship Maintenance Office (NISMO) Bremerton, WA. These services include the alteration services such as receipt, inspection, survey, maintenance and disposal of naval vessels. Performance will take place at NISMO Bremerton as well as at remote sites including but not limited to Suisun Bay, CA and Beaumont, TX. As part of the Navy Inactive Fleet mission, NISMO Bremerton has the responsibility to provide the following: inactivation, storage of vessels, parts and components reutilization, mobilization asset maintenance, preparation for disposal of decommissioned Navy ships, as well as environmental remediation of subject vessels and assigned service craft. It is intended to solicit as a 100% Small Business Set-Aside and award a Cost Plus Fixed Fee with firm fixed price provisions, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a base period of performance commencing on or about 01 October 2012 through 30 September 2013. The resultant contract will include provisions for four one-year option periods. The estimated annual level of effort is 132,232 hours per year or a total of 671,160 hours including all options over the potential life of the contract. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a Commercial item. The RFP will require the submission of technical as well as price/cost proposals. The North American Industry Classification System (NAICS) Code is 336611; size standard 1000 employees. Interested Parties should refer to solicitation number N00189-12-R-Z010. The RFP will be made available electronically upon its release at www.neco.navy.mil with an anticipated release date on or around 18 January 2012. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received.
