This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation and is a small business set aside. Proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-12-P-0005 and is issued as a Request for Proposal (RFP). Under this requirement, the Army Contracting Command (ACC) / Aviation Applied Technology Directorate (AATD) intends to award a commercial, firm fixed price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. The applicable North American Industry Classification Standard (NAICS) code is 238330. The small business size standard is $14.0M. Government requires the installation of resinous flooring. Offeror must propose all material, equipment, and labor to support this effort. Any proposal submitted must address the following requirements: descriptions of the method of transition to wall, bay door opening and cable trench; method to repair existing pits and cracks in current floor; pre-installation floor preparation/cleaning; installation of the new flooring system; cure rate/time; maintenance of the floor; and how the current expansion joints will be maintained during the installation. Proposal must also describe the method of repairing pits in floor after installation and include shelf life of repair materials and if special training is required to execute repair of the flooring. The area to be covered is approximately 7250 square feet. The floor system must be capable of hand trucking and power trucking with a maximum load of 10,000 lbs. Floor thickness shall be 3/16" plus or minus 1/16" in all open floor areas. Floor system shall not be installed over metal tracks and trench covers or area two large machines due to access. Successful Offeror shall be responsible for minor patching required in the existing floor. Offeror shall identify materials to be used and if hazardous describe disposal plan for unused product. No leveling required. The flooring is required to have high chemical and high abrasion resistance. If necessary, Installer must be authorized by flooring manufacturer to install the proposed flooring system. Substantiation of installation and product performance shall include a list of all similar flooring system installations within a 100 mile radius of Fort Eustis, VA where a floor has been installed between 12 and 24 months ago. Offeror shall include all POC information (name, address, and phone numbers) in their proposal along with letter to authorize POC to release information. Installation will be executed in two phases to allow for machine and equipment relocation. Minimum of 1 week after cure in between the two phases. Existing equipment and machines will not be moved by the successful Offeror. Warranty shall ensure that the installed products will bond to the substrate and be free of defects in materials and workmanship for a period of one (1) year from the date of completion. Evaluation of the floor condition and all measurements of the floor can be scheduled by the Offeror prior to submitting their proposal. Up to one (1) hour appointments must be scheduled either 29 November or 30 November. Offerors will have escorted access to Building 409 to assist proposal submission. Installation shall start on or about 4 January 2012 and must be completed three (3) weeks thereafter. Delivery, Inspection, Acceptance and FOB Point are destination, AATD, Ft. Eustis, Virginia. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The following factors shall be used to evaluate offers: 1) Technically Acceptable based on Offeror's proposed installation and ability to comply with all Government requirements previously identified; 2) Past performance as previously addressed lowest price with warranty and delivery; and 3) lowest price including warranty and delivery. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with their offer. Also, in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award.
