- This is a combined Synopsis/Solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12019. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-54, dated November 2, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a personal microarray system on a sole source basis from Affymetrix. Item/Description/Quantity: 1) GeneAtlas Academic System, 115v, #00-0394, (includes: hybridization station, fluidics station, imaging station, computer workstation and monitor, GeneAtlas instrument control software, external barcode reader, and GeneAtlas installation kit), qty-1. The GeneAtlas Academic System is to allow simplified hybridization to not create a hybridization chamber assembly, robustness that protects precious samples, unlike fragile slide-based designs, limited hands on time, and simple array processing with common microwell-based labware. The lab has been working specifically conducting a number of clinical research projects that address the feasibility of eradication of HIV in infected patients receiving antiretroviral therapy. These protocols included: 1) Effect of integrase inhibitor (MK-0518) on decay of and low levels of viral replication in HIV reservoirs in infected individuals who initiated conventional antiviral therapy during the chronic phase of infection and 2) Human Immunodeficiency Virus (HIV)-Specific Immune Reconstitution after Myeloablative Hematopoietic Cell Transplant for Treatment of Hematologic Malignancy in Patients Infected with HIV. This equipment will allow processing of 4 gene chips on one strip. This allows a run of 4 independent samples simultaneously, which is a critical feature for the lab to minimize experiment to experiment variations. By running 4 related patient samples on one strip gene chips, the lab can minimize any experiment errors that are associated with running samples independently. Finally, the lab has been using Affymetrix gene chips for many years. It is important to continue with gene chips manufactured by Affymetrix to validate our previous data. Affymetrix gene chips cannot be used with instruments from any other vendors. Award will be based on the following 1) meeting the salient characteristics, 2) price, 3) delivery, and 4) warranty. Delivery shall be made 30 days after receipt of order to Bethesda, Maryland 20892. FOB point shall be Destination. This will be a firm-fixed price contract.
