- LITES GRAB RM Sample GRAB Sample Security DD 254 Lites Sample Security Form THIS IS A DRAFT BROAD AGENCY ANNOUNCEMENT CALL BAA-SMC-SD-011 US AIR FORCE SPACE AND MISSILE SYSTEMS CENTER (SMC) SPACE DEVELOPMENT AND TEST DIRECTORATE (SMC/SD) PROPOSAL REQUEST BAA ANNOUNCEMENT CALL-001 NO PROPOSALS ARE REQUESTED OF THIS DRAFT CALL POTENTIAL OFFERORS’ COMMENTS ARE ENCOURAGED BROAD AGENCY ANNOUNCEMENT TITLE: Commercial Flight of DoD Space Test Program (STP) Hosted Payloads (HPs) BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-SMC-SD-011 PROPOSAL REQUEST ANNOUNCEMENT (CALL) TITLE: Commercial Flight and Study of DoD Space Test Program (STP) Hosted Payloads (HPs) TECHNICAL POINT OF CONTACT: Lt Col Timothy Treglown, SMC/SDD/CD, timothy.treglown@kirtland.af.mil, 505-846-8812-, and Major Catercia Isaac, SMC/SDDM, catercia.isaac@kirtland.af.mil, 505-846-4453 CONTRACTING POINTS OF CONTACT: The contracting points of contact (CPOC) for this CALL are: Nancy Worley, Contract Specialist, SMC/SDKT, nancy.worley@kirtland.af.mil, 505-853-8353 or Chris Milburn, Procurement Contracting Officer (PCO), chris.milburn@kirtland.af.mil, 505-846-5083, Space Development and Test Directorate (Space and Missile Systems Center); SMC/SDKT, 3548 Aberdeen Ave. SE, Kirtland AFB, NM 87117-5778 REQUIREMENT DESCRIPTION: The DoD Space Test Program executed by SMC/SDD (hereinafter “STP”) is soliciting proposals to this CALL-001 under BAA-SMC-SD-011 for the study of the actual commercial payload integration and test, launch into specified orbit, and one year on-orbit operational support of one or more STP HPs identified in Attachment 1. Additional data is specified in the HPs Technical Requirements Documents (TRDs) and sample Requirements Matrix(s) (RMs). The purpose of this CALL is for qualified, commercial Host Space Vehicle (HSV) providers (Offerors) to submit innovative proposals in accordance with all requirements and provisions listed in the BAA-SMC-SD-011 posted on FedBizOps date TBD. The information contained in the Basic BAA-SMC-SD-011, this CALL and attachments provides basic information required for Offeror(s) to make adequate proposals to STP. Please contact the CPOC to obtain the TRDs and RMs. ANTICIPATED CALL(S) FUNDING: The current STP total budget for all contracts awarded under this CALL is $20M. This budget is an estimate only and is not a contractual obligation for funding. All funding is subject to change based on the Government discretion and availability. PERIOD OF PERFORMANCE: The period of performance of this CALL is the contract award date through commercial HP integration, test, launch, orbit insertion, one (1) year on-orbit operations, and the two-part final study report acceptance date. STP desires actual HP(s) launch date(s) in 2012, 2013, or 2014, although later launch dates will be considered. The launch date in the proposal(s) selected for award will determine the contract period of performance. CALL AMENDMENTS: Offerors should monitor FedBizOps http://www.fbo.gov for any amendments to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: STP anticipates Firm-Fixed-Price award(s) to CALL proposal(s). ANTICIPATED NUMBER OF AWARDS: STP anticipates awarding one or more contracts under this CALL. However, STP reserves the right to make no CALL awards. ANTICIPATED AWARD DATE: JUNE 2012 INTENT TO PROPOSE: Potential Offerors are requested to advise the contracting points of contact by email (email addresses above) if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the Offeror(s) to submit a proposal. DELIVERABLE ITEMS: The Offeror’s deliverable items to this CALL are stated in the BAA-SMC-SD-011, posted on FedBizOps. APPLICABILITY OF THE BAA AND PROPOSAL SUBMISSION: All requirements and provisions of BAA-SMC-SD-011 apply unless specifically amended or addressed in this CALL. Complete proposal information regarding BAA-SMC-SD-011 is on FedBizOps. The BAA contains proposal requirements and provisions applicable to all posted BAA CALLS including information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Please email questions to the CPOC identified above. OTHER RELEVANT INFORMATION: 1. Program security classification for this CALL is dependent on the HPs and Offeror’s security capability as specified in Attachment 1. A draft DD form 254 in Attachment 2 is for security use as needed on each HP and CALL. 2. Due to International Traffic in Arms Regulations (ITAR), i.e. export controls, a DD Form 2345 may be required, and the contractor may be subject to ITAR restrictions. 3. DoD Information Assurance (IA), sometimes referred to as information protection, compliance measures for systems (certification and accreditation) and personnel workforce (training and certification) is required. 4. This BAA CALL is open to those Offerors that will use US manufactured launch vehicle(s) for the launch of STP HPs unless exempted. US National Space Policy of 28 June 2010 states: “United States Government payloads shall be launched on vehicles manufactured in the United States unless exempted by the National Security Advisor and the Assistant to the President for Science and Technology and Director of the Office of Science and Technology Policy, consistent with established interagency standards and coordi¬nation guidelines.” 5. Base Support: The Government will not be providing the contractor any base support under this CALL. CALL PROPOSAL(S) DUE DATE: Proposals to this CALL are due to the Contracting Points of Contact on or before 12:00 Noon (MDT) on TBD. Offeror proposal(s) will be submitted via electronic mail (email) in PDF format to the CPOCs listed below. Offerors’ late proposals and inadequate submissions not meeting the requirements described in this BAA and the CALL may not be evaluated in accordance with FAR 52.215-1. Also, it is the Offeror’s responsibility to ensure that their proposals arrive by the Proposal Due Date and Time. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c) (3) and ALT I. SUBMISSION OF PROPOSAL(S): The BAA and associated proposal requests (CALLS) are expressions of interest only and do not commit the Government to pay for any proposal preparation cost. The cost of preparing proposals in response to CALL(s) is not considered an allowable direct charge to any resulting contract or to any other contract. However, it may be an allowable indirect expense as specified in FAR 31.205-18.
