- F-15C Mission Training Center (MTC): FA8621-11-R-6257. This is a pre-solicitation synopsis. The Aeronautical System Center (ASC), Agile Combat Support Systems Directorate, Simulator Division (ASC/WNS) intends to award a contract on a sole source basis to The Boeing Company, Training and Simulation Services (TSS) to provide additional years of F-15C Training and Simulation Services. The intent of this notice is not to request competitive proposals. The proposed contract will include services to provide F-15C pilots real-time mission training capability at 3 MTCs for ACC, USAFE, and PACAF. In addition to the training services, the contract will include training capability upgrades and associated change management for all existing MTCs to maintain concurrency with the aircraft baseline and updates to the standards for Combat Air Forces Distributed Mission Operations network. The government intends to award pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 since award to any company other than The Boeing Company TSS would result in unacceptable delays and substantial duplication of costs. Delays would consist of time required to field, integrate, and certify new F-15C high-fidelity simulation systems. Providing a fully functional capability would take considerable time for a non-incumbent service provider. Delays like this result in a high risk of degraded training and pilot preparedness, both of which are unacceptable. Furthermore, costs for a 5 year contract would be substantially higher for a new service provider such as costs to start up, develop, and test simulator systems which all would result in a duplication of costs already incurred by the incumbent. Overall, an award to the incumbent will secure cost-effective continuous full operating capability at each required site. Interested offerors must submit within 15 calendar days from the publication date of this notice, their capability package describing the company's technical expertise and experience, personnel and facilities, and motivation for participating in this program. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. As stated in 5352.201-9101 Ombudsman: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (a) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
