Sources Sought Response Form The Washington Headquarters Services/Acquisition Directorate is conducting market research to assess industry capabilities for providing a Learning Management System. *This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. If a solicitation is released it will be synopsized in Fed Biz Opps (http://www.fedbizopps.gov). The purpose of this sources sought announcement is to conduct market research only. The projected release date the RFP is approximately the second week of December 2011. The mission of the Human Resources Directorate (HRD) within WHS is to provide human resource (HR) services for executive, political, military, and civilian personnel; perform security investigations and clearances; conduct adjudications and appeals; and manage the various voluntary campaign programs, e.g., the annual DoD Combined Federal Campaign. The Learning and Development Division (L&DD) is one of 12 divisions within HRD. Washington Headquarters Services (WHS) has deployed an instance of the Plateau Learning application version 5.8 Service Pack 4 (SP4) Learning Management System (LMS). This system, the WHS Learning Center, is a web-based application that delivers, reports, and tracks employee training, individual development plans, competencies, and classroom course scheduling. The system currently supports approximately 8,000 active user accounts consisting of a mixture of civilian, military and contractors. The system consists of two (2) environments; a testing or "QA" server and a production "PROD" server. The QA server is the location for all configuration, application, and courseware testing prior to deployment on the live PROD site. The two environments, QA and PROD, are hosted internally within WHS' IT department and are only accessible to administrators and users from within the secure WHS network domain. There is no direct access to either the application or the database servers from outside the secure WHS network. The current follow-on contract, to provide functional and technical support, training, and system modifications ends on December 31, 2011. Continued support is required to provide technical support to aid in the deployment of system upgrades and functionality releases throughout OSD and WHS organizations. This PWS is seeking contractor services to provide on-site technical integration support and senior consulting services for the current Plateau 5.8 SP4 version of the WHS Learning Center, and to assist in planning the migration to, and implementation of the more current Plateau Version 6.3/6.4 of the LMS application. Vendor Support Services will meet the following nine (9) objectives: Objective 1. Configuration & Implementation:Must be able to provide technical expertise in the software, database, configuration, and data feed scripts used to update, upgrade, and otherwise maintain the servers and application. This includes the HR Connector database scripts used to load and update user account information in the LMS and its databases. Objective 2. Application Administration: Must provide direct expertise and experience in the administration of the Plateau LMS application, to include: Competency Models; Competency Assessments; SF182; Training Approval Processes for both internal and external training; and, Individual Development Plans. Objective 3. Content Integration & Content Management: Provide technical and functional expertise to assist with the development, review, distribution, and evaluation of online training materials to be delivered via the WHS LMS. Objective 4. Standard Operating Procedures:Th vendor must assist with developing standard operating procedures. The vendor shall also provide subject matter knowledge and experience in developing and implementing Standard Operating Procedures (SOP) and policy documents. Objective 5. User Documentation:The vendor shall also assist with developing user documentation. This includes creating and maintaining Frequently Asked Question (FAQ) and Quick Reference Guide (QRG) documents to support administrator and end user roles and processes. Objective 6. System Lifecycle Planning:The vendor shall provide subject matter experience in areas to assist WHS in developing draft budgetary planning guidance and documentation, focusing on the areas in support of systemlifecycle planning. Objective 7. Business Process Re-engineering The vendor will provide business process reengineering (BPR) to L&DD in support of the further integration of the WHS LMS into the day-to-day training and training procurement activities of WHS and its serviced organizations. Objective 8. Marketing & Communication: the vendor is to provide assistance in developing strategies and materials for marketing and communicating LMS capabilities, courses, and functionality. These strategies will serve the purpose of increasing the awareness in the end-user population and various stakeholders of the robust capabilities of the WHS LMS and the learning opportunities available to them. Objective 9. Training Support: vendor will provide resources needed to conduct training sessions for WHS administrators on an agreed upon scheduled basis. It is anticipated that these sessions will consist of single day sessions to focus on specific identified tasks within the application. The technical expert must be local to the Washington DC area and available towork on-site at the WHS offices in Alexandria Virginia.
