- The VA Boston Healthcare System (VABHS) intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with DICTAPHONE CORPORATION for the Nuance Exvoice system Version 7.5. This procurement will be conducted under NAICS 811213 and size standard $10.0 million. This maintenance agreement will require the vendor to provide the following all services in accordance with the following statement of work: 1. Scope of Work: The purpose of this agreement is to obtain services to provide maintenance and repair of the Nuance Enterprise Express Voice System Version 7.5 located at 940 Belmont St, Brockton, MA under the auspices of the VA Boston Healthcare System. The Contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. "Provide all parts, labor, and repair services and maintenance of the Nuance Enterprise Express Voice System Version 7.5 "Turn-around response time will be conducive to type of issue or problem and responded to quickly to ensure minimized down time. 4. Performance Period: The period of performance shall begin on date of award through October 1, 2012. 5. Type of Contract: The VA Boston Healthcare System intends to award a firm-fixed price agreement. 6. Place of Performance: All work shall be performed at the VA Boston Healthcare System unless otherwise specified and mutually agreed to by the Contractor and COTR. In the instance where the Contractor is required to work at the Government site, that work shall not take place on Federal holidays unless directed by the Contracting Officer. 7. Key Assumptions: a.Contractor will respond within one hour of the service request. b.Work is performed by personnel with the qualifications needed to assure satisfactory quality. c.Contractor shall provide necessary supplies and equipment. 8. General Requirements: a.All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. b.Upon request of the Contracting Officer, the Contractor shall remove any Contractor staff that do not comply with VHA policies or meet the competency requirements for the work being performed. c. Contractor shall provide all labor, materials, transportation, and supervision necessary to perform repair services and maintenance of the Nuance Enterprise Express Voice System Version 7.5. f.Communication: Contractor shall specify a contact person and phone number who is available for personal contact at a minimum during regular business hours to respond when a problem or service is needed. Contractor shall maintain frequent communications with the HIMS Manager or other designated medical center employee (i.e., transcription supervisor/team leader) regarding service, and/or problems. The contractor shall make every effort to ensure that issues raised by the local facility are addressed in a timely manner. g.Contractor is responsible for the management of its staff, and the Contractor is responsible for training its staff on VA policy and procedures. h.Contractor staff shall sign confidentiality statements as required. Any person, who knowingly or willingly discloses confidential information from the VA, may be subject to fines. 9. Specific Mandatory Tasks and Associated Deliverables: Contractor shall provide the specific service and deliverables described below within the timeframes identified. Task One: The Contractor shall provide a quote for continued maintenance and repair services of the Enterprise Express Voice System Version 7.5 equipment before award is made. The quote will itemize each model/part number, description, serial number, coverage, term, effective date and amount. The Contractor shall also complete standard administrative tasks (e.g., background investigation forms, staff roster) as noted in the deliverable descriptions below. Deliverable 1.2: Contractor shall submit to the local COTR within five (5) business days after award a full and complete list of names, Social Security Numbers, and home addresses of Contractor personnel for the Background Investigation requirement. Deliverable 1.3: The Contractor shall complete and submit to the local COTR a Staff Roster within five (5) business days from date of award. Deliverable 1.4: The Contractor shall respond to service telephone calls within one hour of placement of the call for service or a problem. 10. Changes to the Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor. 11. Travel: Travel is required for repair of the Enterprise Express Voice System Version 7.5 located at 940 Belmont St, Brockton, MA under auspices of the VA Boston Healthcare System. Local commuting expenses, e.g. reimbursement charged for mileage, travel times, meals, parking, etc. and other direct costs (cell phone, etc.) will not be charged to the government. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than November 28th at 0700. Responses should be sent to James.Cimini@VA.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
