Description
The Postal Regulatory Commission (Commission) is an independent establishment of the executive branch of the federal government with regulatory oversight over the United States Postal Service (USPS or Postal Service). It is composed of five Commissioners supported by staff from its four operating offices, one of which is the Office of Accountability and Compliance (OAC). OAC is responsible for technical analysis and formulation of policy recommendations for the Commission in both domestic and international matters. The Commission is seeking proposals to develop a linear programming model(s) that could be used to estimate the costs savings achieved in mail processing, transportation and delivery by efficiently managing peak load issues. As a supplement to the linear programming model, the Commission is seeking separate proposals to develop econometric models of the effect of variations in volume on the Postal Service's costs of performing each of the following functions: Processing costs, transportation costs, and city delivery carrier costs. A bidder may submit a proposal to model one or more of those functions. The developer(s) of the linear programming models should be prepared to provide expert testimony, answer questions from parties, and appear as expert witness(es) for the Commission in the event the Postal Service files a Request for an Advisory Opinion related to reducing service standards or consolidating mail processing facilities.
