Description
This is a Sources Sought Synopsis announcement; market survey for information only. No proposals are being requested or accepted with this synopsis. The Missile Defense Agency (MDA) is seeking expressions of interest from qualified Contractors to provide a modular, relocatable High Altitude Electromagnetic Pulse (HEMP) shielded electrical power generation system capable of producing between 5MW and 10MW of back-up power. The power generated will be 4160 volts, 3-phase, 60 Hz and comply with NEMA and NEC requirements. Included with this package will be all associated shielding, redundant medium-voltage switchgear, transformers, load bank, controls, circuit breakers, 50/60 Hz frequency converters, transfer switches, and other equipment necessary to allow this system to stand alone and function in critical environments. The generating and distribution system shall be designed and constructed in such a manner that it may be disassembled, moved to a new location and reassembled. The system shall comply with the Mil-Std 188 series of documents as they specifically apply to HEMP shielding. It is anticipated this equipment will be manufactured and assembled CONUS, shipped to the closest port, and moved by truck to the point of need in Eastern Europe. Estimated value of the system is $20,000,000 - $40,000,000. The purpose of this modular, relocatable power generation system is to provide mission support to forward deployed assets supporting the European Command Area of Responsibility. Responses are desired from firms who are currently qualified and experienced to perform this type of work in the region referenced above, but expressions of interests will be accepted from all interested parties. Please provide a description of two projects of similar size and complexity that have been completed by your firm, and a company resume. Solicitation will be issued at a later date to support ongoing designs and future construction efforts. Contractors are required to provide their email address, physical address for any courier service delivery, along with a telephone number, facsimile number and an English speaking point of contact along with identification of those countries that the Contractor has or is currently qualified to perform the desired services. Requests that do not provide complete information will not be considered. Note that DFARS Clause 252.222-7002 Compliance with Local Labor Laws (Overseas) applies to this requirement.
