Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is the formal solicitation for the BLH KAPLAN TURBINE BLADE SEALING, PINNING & TIP GAP FILLING FOR JOHN DAY DAM, RUFUS OREGON originally published as a Sources Sought Notice under Solicitation No. W927N-11-Q-0060. Attached are the following Documents in PDF files: The Bid Schedule and Specifications Sample Drawings of Units 5 and 11 EM385-1-1 Hazardous Energy Control Plan Bidder Inquiry instructions for Projnet Please refer to the Bid Schedule and Specification PDF for the requirements for this project. The PDF documents can be downloaded by clicking on the Additional Information Link below. A site visit to the John Day Dam for interested offerors to view a sample Turbine Unit has been scheduled for December 6, 2011 at 11:00. HARD HATS AND STEEL TOED SHOES ARE REQUIRED. Visitors/prospective bidders for the contract enter one of the Powerhouse main unit scroll cases to observe the conditions of the work area. Which unit we visit will depend on which one is being worked on at the time. This entry is a "permit required confined space (PRCS) entry". Personnel will be limited to 4-5 persons in the space at a time due to the nature of the hazards and capacity of the workspace. All entrants to the PRCS will be required to dress appropriately. Environmental conditions will dictate wear. You will be in a damp, cold environment so long sleeves or lightweight jacket is suggested. Clothing needs to be appropriate for the environment and the work situation. Clothing is to a very large degree personal protective equipment. Steel toe boots and other appropriate/required PPE is to be brought by the visitor as it will not be provided. (Exception: hardhats, safety glasses and ear plugs may be provided.) Confined Space Training (EM385-1-1, 34.A.) - Personnel entering confined spaces shall be trained to the entrant level and provide written verification of this training in order to enter the PRCS. The Clearance holder or PRCS Supervisor will brief each group entering the PRCS the hazards of the space, ensure they understand the requirements of the facility/site specific confined space program as it pertains to their safety. Specifics in regards to emergency procedures and egress shall be addressed. Fall Protection Training (EM385-1-1, 21.B.) - Workers will be required to wear appropriate fall protection harness and lanyard (provided by their employer) to descend/ascend into the scroll case via man basket. The visitor's\ employer shall provide verification of worker training by a written certification record identifying the worker trained, the dates of the training, and the signature of the trainer and trainee. In order to participate in the site visit you must contact Jean Paul Bretz via email at Jean.P.Bretz@usace.army.mil or via fax at 503-808-4605 No Later Than 2 December 2011 by 3:00 Pacific Time, providing the following information: (1) Names of people who will be attending the site visit, (2) The Company they work for: Title, Phone, and Email Address, (3) Date and place of birth of each person to be on site, (4) and any other information she may need for security purposes. Anyone not on the approved list prior to the start time of the site visit will not be allowed through the security gate.
