Description
Request for Information - Sources Sought RFI #: 632-12-1-267-0006 This is a SOURCES SOUGHT announcement only. It is neither a solicitation announcement nor a request for proposals or quotes and does no obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. Responses to this notice shall include: (a) Company Name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) HUB Zone, Women Owned Small Business, SDB or Small Business HUB-Zone and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: Objective: Instructor for a training that focuses on Managing Talent for Mission Success. Training must provide an overview of Talent Management Process and functions and application to Organization's (Veterans Affairs) talent. The range of Talent Management activities must pertain to the Federal Government. The training must provide instruction of talent management at its best and most effective in order to provide a fully integrated system with each component or function informing and supporting the others. Among the overview provided in the training the following areas must be addressed: 1.Strategic Talent Management 2.Operational Talent Management 3.Developmental Talent Management At the end of the workshop, the following must be accomplished: 1.Build a conceptual understanding of talent management 2.Create a working knowledge of talent management process and 10 key talent management functions 3.Plan for applying talent management concepts/knowledge in your context and evaluating the outcomes and impacts The following is required to be addressed in the training: I.Introduction to Strategic Talent Management must include: a.What is Talent Management? b.Talent Management Strategic Dimension c.Benefits of Talent Management d.Challenges in Leading Talent Management e.Costs of Not Replacing lost Workforce due to retirement or resignation f.Costs of Talent Management II.Explanation of the steps of the Talent Management Process must include: a.Analysis of the Talent Management Process to establish if a Talent Management gap exists b.Analysis of the gap and identification of the root cause c.Selection of potential solutions d.Obtaining the appropriate Buy-In e.Implementation of the Talent Solution f.Evaluation, Revision and Sustainability III.Evaluation of Talent Management Functions must include: a.Employer Branding, Advertising and attracting Talent b.2010 Hiring Reform c.Recruitment d.Selection e.Hiring IV.Discussion of Career Planning must include: a.Career Planning b.Benefits c.Responsibilities d.Career paths e.Planning Processes f.Assessments g.Individual Development Plans h.Assessment of your Organization's Career Planning Process V.Discussion of Succession Planning: a.Define Succession Planning b.Explanation of the Succession Planning Process c.Discussion of Succession Planning Checklist d.Identifying Mission-Critical Positions e.Selecting Candidates f.Strategic Leadership Succession Management Model Discussion g.Succession Planning Pitfalls VI.Implementing, Evaluating and Sustaining Talent Management: 1.Implementation a.Change Management b.Talent Management Analysis Map c.Key Roles in Talent Management d.More Key Enablers in Talent Management e.Talent Management Technology f.Types of Talent Assessments g.Development Options 2.Evaluating and Sustaining Talent Management a.Evaluation of the Talent Solution b.Sustaining Talent Management c.Instituting Talent Management into Key Activities and Processes
