Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Dr. John Pritchard, 2101 Ridge Road, Raleigh, NC 27607-3147 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other services will satisfy agency requirements. This purchase is for Consulting Services for an estimated 850 hours over the performance period of twelve (12) months. The Consulting services will be done at the NIEHS Division of Intramural Research. Dr. Pritchard will serve as a subject matter expert in Animal Resource Utilization, the Organization of DIR, genotyping in DIR, overseeing shared contracts between DIR and NTP and guidance and leadership to the current Scientific Director at NIEHS. Animal Resource Utilization consists of assigning space for animals when creating colonies and utilizing space optimally both on and off site. The DIR Organizational structure is constantly changing. DIR retreats must be planned as well as the creation of strategic plans, refining the DIR mission, vision, strategic goals and annual targets. The subject expert must have a PhD and extensive knowledge in Pharmacology and Environmental Toxicology. The subject expert will provide assistance and guidance with budgetary issues, both execution of final decisions regarding FY12 budget and review of FY13 budget submission for the Division; various scientific affairs involving the intramural program, resource management; response to Laboratory Board reviews; evaluation of research efforts; completion of pre-established program priorities; and advice and assistance as needed to the NIEHS Director and Acting Scientific Director. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Dr. John Pritchard. The NAICS Code/Size is 541611/7.0 M. In accordance with FAR 13.106-1 (b) the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available, based upon the need of a world class expert in Pharmacology and Environmental Toxicology at the NIEHS. There is no solicitation package available. This purchase will be made using the Policies and Procedures of FAR Part 13 as authorized under FAR 13.106-1 (b).
