Description
NASA/KSC is hereby soliciting information about potential sources for AppliedMeteorology Unit Support.The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) isseeking capability statements from all interested parties, including Small, SmallDisadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service DisabledVeteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses,and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) forthe purposes of determining the appropriate level of competition and/or small businesssubcontracting goals for Applied Meteorology Unit Support. The Government reserves theright to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB),or HUBZone business set-aside based on responses hereto.The KSC requirements include the following: This requirement is for the services of professional meteorologists and related technicalspecialists able to support and conduct U.S. space program weather applications studiesand analyses (including problem solving leading to the development of computer programsand algorithms, forecast routines, models, displays, databases, etc.).The work will usethe weather data and infrastructure available on the Eastern Range, KSC and otherlocations as appropriate to develop, evaluate and transition technology and techniques tooperational products and services, and may include the support or management ofmeteorological and related research and technology projects.The AMU contract requirements may include, but not limited to:-Design, develop, document, test and evaluate computer software to assist theoperational forecasters with their evaluation and execution of weather related activitiesin support of space program operations.-Design databases and climatologies to assist with the development, evaluation orapplication of new technologies and techniques for developing, improving or implementingweather related launch commit criteria. -Evaluation of weather observing systems, sensors and weather forecastingtechnologies and recommend and develop enhancements for the weather support operations.-Maintain awareness of relevant development initiatives and research activities byother agencies and institutions.-Work with forecasters in evaluating and validating the accuracy and reliabilityof new technology and techniques.-Development of training aids in a format or style appropriate for operationalforecasters to use.The AMU web-site can be found at http://science.ksc.nasa.gov/amu/ for more information. The NAICS code for this requirement is 541712 with a size standard of 500 employees. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of five (5) pages or lessindicating the ability to perform all aspects of the effort described herein. You arerequested to provide electronic responses via e-mail to the Contracting Officer listedbelow.To facilitate a prompt review by the NASA team, a one (1) page summary shall be includedwith your capability statement(s), identifying the following information: 1. Company name and address. 2. Contractor size/type classification (Large, Small, SmallDisadvantaged 8(a), Woman-owned, Veteran-Owned, Service Disabled Veteran and HUBZone). 3.Company size (number of employees). 4. Average annual revenue for the past three (3)years. 5. Affiliate information (as applicable) including, parent company, joint venturepartners, potential teaming partners, prime contractor (if potential sub) orsubcontractors (if potential prime), point of contact name, position, address and phonenumber. 6. Company specific capabilities that are relevant to the requirements listedabove. It is not sufficient to provide only general brochures or generic information. Copies ofyour capability statement(s) may be made available to prospective offerors in thefuture. Therefore, it should not contain company-sensitive information.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.
