- ALL QUESTIONS RELATIVE TO THIS PROCUREMENT SHALL BE ADDRESSES TO MARIANNE CAMPBELLAT MARIANNE.R.CAMPBELL@NASA.GOV. NO QUESTIONS WILL BE ANSWERED OVER THE PHONE.NASA/MSFC has a requirement for Stepan S-180 Resin/Isocyanate materials kit. NASA/MSFC intends to purchase the items from Stepan Company because Stepan Company is themanufacturer and only supplier of Agent S-180 Resin/Isocyanate cryoinsulation material. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 12/5/2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
