Description
SCOPE OF WORK TO REPAIR MITSUBISHI AIR CONDITIONING SYSTEM AT THE VA MEDICAL CENTER, BIG SPRING, TEXAS I.SERVICE IDENTIFICATION This requirement is for repairs to a Mitsubishi Air Conditioning System in Building seven, at the West Texas VA Healthcare System (WTVAHCS), 300 Veterans Blvd, Big Spring, TX 79720. II.SCOPE OF WORK Diagnose all problems in this A/C system with the help of the Mitsubishi Engineers. Remove any contaminated refrigerant from the system and dispose of. Pressure test the entire system to 500 psi (or whatever Mitsubishi recommends) with nitrogen, this must hold for at least 24 hours. This is to be witnessed by one of the VA A/C mechanics. Locate and repair all leaks in the system. Pull a triple evacuation on the entire system to 500 microns. At last vacuum, do a standing vacuum test for at least 12 hours. This test must be witnessed by one of the VA A/C mechanics. Before recharging the system input all data from the system in a design/maintenance tool, for example, distance from outdoor unit to the BC controller and from the BC controller to all indoor units in order to charge the correct amount of refrigerant and to make sure all lines are sized correctly Correct/clear all communication errors on the system which need to be reset after the system is running. Repair the condensate pump discharge hose located in the close by the BC controller. The VA will furnish all refrigerant needed to do these repairs. The end result should be a completely functional system with a one year warranty on all repairs made to this system. All refrigerant lines should be completely insulated upon completion of the job to prevent any condensate leaks. The contractor shall be Mitsubishi certified to work on this type of system. A detailed written report shall be given to the VA upon completion of the repairs. III.IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS The Contractor's field service employees will wear visible identification issued by the WTVAHCS Police. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Service. The WTVAHCS will not validate or make reimbursements for parking violations to the Contractor under any conditions. Smoking is prohibited inside any buildings at the WTVAHCS. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. IV.INSURANCE A.Worker compensation and employer's liability. Contractor is required to comply with applicable Federal and State Worker Compensation and occupational disease statutes. B.General Liability. Contractor is required to have Bodily Injury Liability Insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. C.Property Damage Liability. Contractor is required to have Property Damage Liability insurance coverage of at least $500,000. V.CONTRACT PERIOD Work to be completed no later than 30 days after award. VI.QUALITY ASSURANCE SURVEILANCE PLAN (QASP) The certification and authorization requirements in VA Handbook 6500 do not apply to this acquisition. Therefore, a Security Accreditation Package is not required to be submitted. However, the contractor will be required to sign Handbook 6500.6, Attachment D, "Contractor Rules of Behavior" upon award. V.INFORMATION SECURITY & PRIVACY The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security. A contractor/subcontrator shall request logical (technical) or physical access to VA facilities for their employees, subcontractors, and affiliates only to the extent necessary to perform the services specified in the contract, agreement, or task order. All contractors, subcontractors, and third-party servicers and associates working with VA information are subject to the same investigative requirements as those of VA appointees or employees who have access to the same types of information. The level and process of background security investigations for contractors must be in accordance with VA Directive and Handbook 0710, Personnel Suitability and Security Program. The Office for Operations, Security, and Preparedness is responsible for these policies and procedures. Contractor will not receive access to any VA sensitive information or information system access during the completion of this contract. If VA determines that the contractor has violated any of the information confidentiality, privacy, and security provisions of the contract, it shall be sufficient grounds for VA to withhold payment to the contractor or third party or terminate the contract for default or terminate for cause under Federal Acquisition Regulation (FAR) part 12. The contractor/subcontractor agrees to comply with the Privacy Act of 1974 (the Act) and the agency rules and regulations issued under the Act.
