Description
The Federal Aviation Administration (FAA) at the FAA William J. Hughes Technical Center has a requirement for: Equipment needed to make quantitative surface measurements of fluorescent magnetic particle (MP) indications to support a study the FAA is conducting to understand and improve the magnetic particle inspection method. The light emitting diode (LED) ring assembly is required for several reasons: the LED will provide instant intensity needed for the imaging to occur eliminating the 30 minute warm up time required by other ultraviolet (UV) sources; the low amount of heat generated by the LEDs will not affect the camera lens or the assembly; the compact size of the light will accommodate the physical assembly, and finally the LEDs can be positioned in such a fashion as to eliminate "Hot Spots" often associated with conventional UV lights. The lens filter and camera need to observe the surfaces under test and enhance the resultant images while viewed under UV illumination. This is an announcement for a Request for Quote (RFQ) for several components needed to make quantitative UV measurements of Magnetic Particle test results at the FAA William J. Hughes Technical Center, Atlantic City, New Jersey. SCOPE OF WORK The following equipment and shipping shall be provided for the quantitative UV measurements of Magnetic Particle test results: Items: 1.) QTY 1STC-GEC202A w/ Filter Mod for Viewing UV STC-GEC202A Color GigE Camera 1600 x 1200 with Filter ModificationFor Viewing UV Fluorescence 2.) QTY 1HF16SA-1 Lens 3.) QTY 1EXT TUBE KIT 51020 & 40MM THICKNESS TUBEExtension Tube Kit 4.) QTY 1UV LED Ring Light Assembly UV LED Ring Light Assembly with InstalledThermocouple and Control Unit / Power Supply with TC Display 5.) QTY 110Ft Cable Assembly (Camera, LED, TC) 6.) QTY 1Freight if any. (Firm fixed-price) The FAA will not pay for any information received or costs incurred in preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. This procurement will have a dollar threshold between $10,000 and $100,000. Proposals will be reviewed through tiered evaluation selection process. In accordance with AMS policy 3.6.1.3.4 procurements within this dollar threshold will be set a side for SEDB 8 (a). A tiered evaluation of offers will be used in source selection. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified below. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition. (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program.(b) Service-disabled veteran owned small business (SDVOSB);(c) Very small business;(d) Small business; and(e) Other than small business. The North American Industry Classification System (NAICS) code for this requirement is 334513 for Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 500 Employees. Vendors must complete the attached Business Declaration Form and return with quote submittal. Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program must submit proof of participation. All potential vendors must be registered in the Central Contractor Registry website (www.ccr.gov) for consideration of this award.
