Description
Under the authority of FAR 13.106-1(b)(1), the U.S. Nuclear Regulatory Commission (NRC) intends to award a sole source purchase order to Dycoda, LLC for the procurement of technical support in developing, executing, and documenting the MELCOR analysis of the Peach Bottom Unit 3 Spent Fuel Pool (SFP). A scoping study is being performed that combines structural and seismic assessments, more detailed mechanistic modeling of fuel heatup and potential fission product behavior, realistic treatment of offsite emergency preparedness, and the current SFP regulatory requirements. NRC staff is performing MELCOR modeling of the Peach Bottom Unit 3 SFP to support the SFP Scoping Study; however, highly-specialized contractor assistance is required on the MELCOR analyses for the Peach Bottom Unit 3 SFP, to augment the staff's efforts to estimate the effect on SFP accident consequences of a reduced amount of spent nuclear fuel being stored in the SFP. This estimation will be made with a focus on realistic MELCOR analysis. Dycoda, LLC is the only commercially available source that is uniquely qualified to perform the proposed work. The estimated period of performance is seven and one half months. This notice is prepared under the authority of FAR Part 13 - Simplified Acquisition Procedures. This notice of intent is not a request for quotation. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capabilities must be submitted to Ashlee Bushell via email at Ashlee.Bushell@nrc.gov no later than 4:00 p.m. EST, on Friday, December 9, 2011. No request for quotation document is available and verbal request will not be honored. Responses providing insufficient information for evaluation will not be considered. No contractual document will be awarded on the basis of offers received in response to this notice.
