THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties in any of the following categories: Small Business, Service Disabled Veteran-Owned Small Business (SDVOSB), U.S. Small Business Administration (SBA) certified 8(a), and SBA certified HUBZone. The Project Number for this announcement is RM 09-1424 and the solicitation number will be N69450-12-R-TBD1 (the last four digits are still TBD). The project is entitled Repairs to Corry A School BEQs, Buildings 3707 & 3708, Naval Air Station (NAS) Pensacola, Florida (Corry Station). The Naval Facilities Engineering Command Southeast (NAVFAC SE) located in Jacksonville, Florida will be the procuring agency for this project and intends to ultimately award a Firm Fixed Price (FFP) Design-Build construction contract in the dollar amount of between $5 and $10 Million. The anticipated solicitation release date is on or about 1 February 2012. The anticipated award date is 1 September 2012. Project Description: Renovate Buildings 3707 and 3708 to provide 196 berths. These BEQs house 'A' school students and were built in 1975 as part of a ten building complex. The renovated buildings will retain their existing 2+0 configuration. Repairs to the building will correct code violations. Each building will have one mechanical room and one electrical room. The buildings will have a laundry and study on each floor, with television/game rooms on the first floor. Buildings 3707 and 3708 will both have 49 2+0 rooms with 98 berths. Renovations will include but are not limited to the following work: gut buildings, replace structural steel as required, replace interior sheetrock on walls and ceilings, replace all electrical wiring and equipment, replace all plumbing, including water supply, sewer, and fixtures, provide voice, data and CATV connections, install fire suppression and detection systems, renovate to ATFP standards, including impact rated insulating glass units, replace floor coverings, replace all doors, replace roof with a standing seam metal hip roof, replace existing HVAC system with PTAC units in each room; provide make-up air with central air handlers utilizing chilled/hot water from B3706, install new walkways and handrails on the rear and sides of building, and install new elevator as required by ABA code to provide access to common areas. The NAICS code for this solicitation is for 236220, commercial and institutional building, construction. The Small Business Size Standard is $33,500,000. Interested sources are invited to respond to this sources sought announcement. The government is only seeking a 1 to 2 page response. The information which must be contained in your response is as follows: 1) Name and address of company. 2) Point of contact with phone number and email address. 3) Business size and socio-economic program (HUBZone, 8(a), SDVOSB, etc). 4) Bonding capacity per individual project. In addition to the general information above, interested offerors must provide the following specific information: 5) Provide two design-build general renovation projects (offices, dormitories or hotels) for which you were the prime contractor, that were completed in the last seven years, and that are similar in size, scope and complexity. Provide a brief description which includes completion date and final contract value. Note: Capability to perform design-build projects is required. Ensure projects provided for item (5) above are design-build, not design-bid-build. 6) The projects above should be, at a minimum $5 Million. If they are not, identify the dollar value and explain in no more than one paragraph why we should consider it. 7) The projects above should be a minimum of two stories with a minimum of 15,000 square feet. Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate responses are not received from 8(a), HUBzone, Service Disabled Veteran-Owned Small Business concerns or Small Businesses, the acquisition may be solicited on an unrestricted basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 3:00 p.m. (EST) on 29 December 2011, via email to rebecca.m.bond@navy.mil. The subject line of the email shall state: REPAIRS TO CORRY A SCHOOL BEQs SOURCES SOUGHT RESPONSE. Emails shall be no more than 5 MB in size. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
