- NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for High PerformanceComputing (HPC) and data systems and services for the NASA Center for Climate Simulation(NCCS) for general support services for the NASA Goddard Space Flight CenterComputational and Information Science and Technology Office (CISTO). This is acompetitive follow-on contract to GSA task orders NNG09HP07D and NNG09HP11D and will alsoencompass work currently provided under contracts NNG09DA02C, NNG06EB68C, NNG06HX04C, andNNG09HP06Z.The following is a list of objectives designed to meet the mission and vision of CISTOand NCCS.1.Provide high-end computing and data systems and services designed to meet theneeds of the NASA scientific and engineering communities.2.Provide a rapid response to changing science and engineering requirements as wellas the changing technology needed to best meet those requirements.3.Evolve the focus from data centric services to knowledge centric services thatenable the use of NASA observational and model data in new and innovative ways.4.Provide a complete set of support services from low-level system administrationto high-level application support for the NASA scientific and engineering communities.5.Sustain a rich and robust operational environment with a high level ofoperational availability and capability.6.Push the envelope of systems and services within CISTO and the NCCS to open newand more efficient methods for modeling, data analytics, collections management, anddistribution.7.Constantly look for the best value solutions for the Government through the useof commodity components, open source software, partnerships, and competitiveprocurements.The Government does not intend to acquire a commercial item using FAR Part 12. Thisprocurement will be a full and open competition. All responsible sources may submit anoffer which shall be considered by the agency. The anticipated release date of the DRFP is on or about February 08, 2012. Thiscompetitive procurement will result in a Cost Plus Fixed Fee (CPFF) Indefinite Delivery,Indefinite Quantity (IDIQ) contract. The Government intends to perform the evaluation inaccordance with FAR Part 15. NASA Clause 1852.215-84, Ombudsman, is applicable. The current installation Ombudsman canbe found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. All responsible sources may submit an offer which shall be considered by the agency. Thesolicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
